A Study On The Evaluation Of The Planning Implementation Of The Provincial Poor Village In Wengyuan County

The planning and construction of poor villages is the most important part of the fight against poverty,and it is also the key to the improvement and development of rural human settlements environment.In 2017,Guangdong Province put forward an important measure of ‘2277 provincial poor villages to create socialist new rural demonstration villages',with a total investment of more than 30 billion yuan.According to the requirement of ‘no plan,no construction',all provincial poor villages have compiled relevant plans and basically completed the task of environmental improvement and construction in 2019.How is the village planning in these poor villages implemented? It is necessary to carry out scientific implementation evaluation.This paper takes Wengyuan County with certain demonstration significance and representative as the research object to carry out the empirical research of village planning implementation evaluation.It not only provides reference for the planning and implementation evaluation of these provincial poor villages,but also provides reference for the planning and construction of villages in other similar areas.At present,the theoretical and practical research of planning implementation evaluation is mostly concentrated in the field of urban planning,and the research on village planning implementation evaluation is very poor.Based on the theoretical and practical experience of urban planning implementation evaluation,this paper constructs the evaluation system of provincial poor village planning implementation in Wengyuan County,combining with the characteristics of provincial poor village planning implementation.The implementation evaluation system includes two parts: implementation effect and implementation process.The implementation effect evaluation mainly analyzes the implementation of the plan and the impact on villages and villagers from the two aspects of implementation results and implementation performance.The implementation process evaluation mainly analyzes the operation mechanism and influencing factors of the planning implementation from four aspects: policy guarantee,fund management,subject cooperation and technical support.According to the above evaluation system,the paper focuses on Qingyun Village in Wengyuan County as an example,through detailed and in-depth empirical investigation,the overall evaluation of its planning implementation effect and implementation process.The results of the implementation effect evaluation show that the scope of planning implementation is good,but the depth of implementation is poor due to the change of villagers' will and the large deviation of capital scale estimation.Some project changes are deficient in the consideration of economy and utility.The performance of planning implementation is mainly focused on the improvement of the living environment level,and the driving force of increasing farmers' income is not obvious,but the evaluation of villagers in different types of natural villages is quite different because of the different investment of funds and construction.In the part of the implementation process evaluation,the perfection of local policy,the overall planning of funds and the coordination of technical teams during the planning period all effectively promote the implementation of the village planning of Qingyun Village.But at the same time,there are some deficiencies in the coordination of supporting policies,the precision of investment in construction funds,the coordination among the relevant subjects in the planning implementation stage,the applicability of the project design scheme and the controllability of the construction project quality.The situation reflected by Qingyun Village in the evaluation of planning implementation effect and planning implementation process has a certain universality in Wengyuan County and even other provincial poor villages in Guangdong Province.In addition,the evaluation system constructed in this paper also has certain applicability to other provincial poor villages in Guangdong and the villages in underdeveloped areas with public financial input as the main source of funds and human settlement environment improvement as the main task.For the poor village planning and implementation,this paper not only pays attention to the theoretical discussion of planning implementation evaluation,but also pays more attention to the in-depth and meticulous empirical research,in order to find out the poor village planning and construction and related policies need to avoid and pay attention to,for Guangdong Province and even the less developed areas of the village planning and construction reference.
