In recent years,China gradual devotes greater effort on the development and researchof countryside.At present,it is in a key condition about poverty relief and developmentand builds a moderately prosperous society.Aiming at the impoverished country and thepoor village,there is a Guillotine cutting problem in the process of the poverty reduction,the overcome poverty and the decreasing poverty.In addition,it's not combining the physiographic condition of impoverished mountainous area and the social-economic current situation.Especially,national poverty reduction don't pick out the stage of village building,it's only unchecked perfect the base installation,the communal facilities and villagers' housing demand.Poverty reduction model don't pick out the stage of village building,don't mark off the region,don't take full advantage of the village potential resource advantage,and don't distinguish the village poverty current situation and villagers' urgent problems.Under such circumstances and the general background of poverty relief,writer needs to utilize the planning aspects' questions,combine the three-stage of village building in domestic and overseas.On this basis,aiming at these issues about poverty reduction and decreasing poverty in the national poor villages.Promote the national poor villages get rid of poverty and have a strong pertinence to poor villages' follow-up development and complete.The current poverty problem of Yi Liang County,it has form an obstructive factor to limit the economic and social development in Yi Liang County.Yi Liang County is a poor county of Wumeng Mountain,it also as a very poverty county of national model,has many poor villages.Combine the writer's practice of work and study in YI Liang County.At first,writer analyses the curent poverty situation,poverty degree and the reason of poverty in Yi Liang County's poverty mountains.Then,on the planning aspects,combine the three-stage rules of village building in domestic and overseas,writer make a classification indicator and construction stage form about Yi Liang County's village.Aiming at the different types of village,we plan to classify the villages.Have a strong pertinence to do the work about poverty reduction.About the planning method,Writer takes a full advantage to combine the villages' physical truth and villages' type,and puts a series of normative and advisable ways.Then on this basis,promote local villages' development and complete.Writer combines the research work in Yi Liang area,selects tree typical villages,which are Fang Niu village,Bai Xia village,Yan Pin village.And put them separately into the classification indicator and construction stage form about Yi Liang County's village.According to the result,confirm its village building level.Then aiming at the different stages form of villages,we need to confirm the primary constructing assignment of the village.Make us realize precision poverty relief.During the process of the different stages villages' planning,writer combines the special situations in local and actual work experiences,and proceeds the village planning.At last,writer uses the classification indicator of Yi Liang County's poverty villages to demonstrate the case of three villages and three planes of poverty village in section two.We can get the rationality and generalizability from writer's classification indicator and the phased basis about poverty villages.We can generalize it to national impoverished mountainous area's poverty relief,and decreasing poverty.And speed up the process of national poverty relief.
