With the rapid development of China's economy and increasing energy demand,the depletion of traditional fossil energy is accompanied by constant destruction of the ecological environment.As a source of energy for many years in the world,nuclear power has the advantages of mature technology and less impact on the environment,and has become an important force in China's energy structure adjustment.However.most of the nuclear power plants currently operating in China are large coastal nuclear power plants,and the problem of power shortage in the central and western inland areas is difficult to solve.Small modular reactors(SMRs),as a reactor type currently under discussion in nuclear technology holders,have the advantages of low construction costs,higher safety and modular assembly.The rationality of site selection in early stage of the construction of small inland nuclear power plants affects the later operation and inherent safety of the small reactor project directly.At present,as the public pays more and more attention to nuclear power projects,improving the public's satisfaction with nuclear power projects is an important prerequisite for nuclear power construction.Therefore,how to arrange public participation in the selection of inland small nuclear power plants properly needs to be further studied.In order to resolve this problem,this paper firstly carried out a large amount of literature reading and data collection,and carried out in-depth research on the development history and current situation of nuclear power plants and the characteristics as well as application scenarios of small reactors.Secondly,we summarized the existing literature and status quo of public participation in nuclear power plant site selection,clarified the necessity of public participation in nuclear power project site selection,and studied the related concepts of multi-attribute group decision making.cloud model and VIKOR method,which provide the theoretical basis for research.On this basis,this paper studied the general influencing factors of nuclear power site selection,and combined the special characteristics of inland small nuclear power to establish an inland small nuclear power site selection index system including public participation in technology,safety,social,economic and natural factors.Then,this paper constructed an inland small nuclear power location decision model based on interactive decision making.The interactive decision weight determination method and the subjective and objective combination weighting method were used to determine the decision-makers weight and index weight.Finally,the cloud model was used to extend the traditional VIKOR sorting method to the uncertainty language environment.The language was transformed and the optimal scheme was sorted,which provided a more reliable basis for the location of small inland nuclear power plants.Subsequently,in order to test the applicability and rationality of the construction model,a case study was carried out to evaluate the candidate sites of T province inland small nuclear power plant project through the above inland small nuclear power site selection index system and decision model.The sensitivity of the model was tested.The analysis results show that the location decision model constructed in this paper is feasible and stable,and the psychological preference of experts and public groups will affect the ranking results of the alternative sites.This paper mainly carries out innovations in related theories and methods from the following three aspects.First of all.this paper adds the public to the site selection decision process.The evaluation opinions of the public groups will directly affect the results of the site selection decision.Secondly,this paper constructs the inland small nuclear power site selection index system with public participation,which provides a sound scientific basis for ranking the candidate site.Finally,this paper makes a method innovation on the location decision model,and combines the cloud model,VIKOR and interactive weight determination methods to improve the scientificity of the location decision model,which is more suitable for site selection work of inland small nuclear power.
