Nuclear power which can replace fossil fuels in large scale is a relatively safe,reliable and competitive new energy source,and is a realizable clean energy source that does not emit pollutants or greenhouse gases.With the emphasis on environmental quality of China,clean energy has attracted more and more attention,and the stable and clean nuclear energy has become one of the currently available energy sources.At present,China's nuclear power has entered a period of golden time for development,and there are not only million kilowatt-class nuclear power units,such as the AP1000,HUALONG 1st,CAP1400,WWER1000,CFR and so on,but also low kilowatt-class nuclear power units such as ACP100,MPOWER,high temperature gascooled reactor and so on.Some of them are made by China and some are overseas imported.China will build and put more nuclear power units into operation according to the 13 th Five-Year energy development planning.Since the construction of nuclear power plants begins from site selection,this paper focuses on the site selection of nuclear power plants,and it ascertains and establishes the index system model of site evaluation system based on analytic hierarchy process and cluster analysis method through the analysis of the main considerations of nuclear power site selection,and combined with the characteristics of nuclear power projects and existing site evaluation techniques to ascertain their own index system model.Comparing with other evaluation methods,it is characterized by simple calculations,clear classifications,clear focus and so on,which can quickly identify the sites' quality.On the condition that sites are in similar conditions and that it is difficult to make subjective evaluation,it can quickly determine the index through a simple calculation,that is,to get the election sites' integrated score.This paper aims to demonstrate the feasibility of this method,and to make it applied in engineering practice.Firstly,the related publications and books of sites selection of thermal power,nuclear power and industrial plants are studied in this paper.The related literature,laws and regulations and the particularity of nuclear power plants are compiled,summarized and combined to determine the selection of the nuclear power plants evaluation methods.Secondly,a set of evaluation index system of sites selection of nuclear power plants is set up by AHP,and the index is classified and quantified as much as possible to provide the basis for quantitative evaluation of site selection.Then through the analysis of existing technical methods of the sites evaluation,the use of experts scoring method is confirmed to ascertain the weight of the indicators,and the normalization of the use of clustering analysis of multiple experts to give the subjective weight is carried out and the combination of comprehensive subjective weight and sites indicators are made to determine the comprehensive scores of each site.And finally the actual engineering examples of the evaluation methods are carried out to verify the method to determine the effectiveness of the site selection evaluation work.In this paper,the evaluation system of the combination of the analytic hierarchy process method and the clustering analysis method is of high reliability,easy operation,simple and convenient algorithm,and it has certain theoretical and practical value for the site selection of nuclear power plants.
