In recent years,with the release of the State Council "on the deepening of China's low altitude airspace management reform opinions" issued,China's low altitude airspace management reform process,the general aviation industry in China has been developing rapidly.It is expected in the next ten years,the growth rate of the number of water aerodrome will be about 20%.Scientific and reasonable determination of water aerodrome site selection is the premise and guarantee of the safe operation of seaplane.China's seaplane industry is just in its initial stage,and the theoretical method and practical experience of water aerodrome site selection are not yet mature,and the maritime authorities have no clear regulations on the site selection of water aerodrome.At present,there are many researches on the site selection of ship terminals at home and abroad,such as LNG terminal,oil terminal and yacht terminal,etc.While there are few studies on the site selection of water aerodrome.In engineering practice,to determine the site selection of the main consideration is the aviation requirements and business needs,and consideration of ship navigation safety requirements is relatively small,resulting in a great mutual influence between the seaplane and the navigation of nearby ships.Therefore,considering the navigation safety factors of seaplane and ship,it is of theoretical and practical significance to ensure the safe operation of seaplane and the safe navigation of ship,and to determine the site selection of the water aerodrome scientifically and reasonably.It is of guiding significance for maritime safety management organs to perform the duties of safety supervision of underwater engineering.Under the premise of the existing alternatives,this paper takes the water aerodrome site selection as the research object,and carries out the quantitative comparison of the water aerodrome site selection to obtain the optimal scheme.The main research work is:(1)Analyze the domestic and foreign research results on the site selection of public infrastructure,combined with the characteristics of the water aerodrome determining the research methods and modeling ideas.(2)Combined with the relevant regulations of dock site selection,according to the characteristics of the water aerodrome and the operational characteristics of the seaplane,the principles and procedures of the site selection of the water aerodrome are determined.(3)According to the operational characteristics and safety requirements of the seaplane,the factors affecting the site selection of the water aerodrome are identified.From the traffic environment,meteorological conditions,hydrological conditions,space conditions,sensitive resources and guarantee resources six aspects of the water aerodrome site selection index system,using AHP to calculate the index weight,build the water aerodrome site selection model based on TOPSIS.(4)Taking Zhenjiang water aerodrome site selection as an example,uses the model of the water aerodrome site selection to decision-making.
