The construction of the Xibeicha Water Conservancy Project in Baishan City has relieved the urban water supply pressure and meets the water and electricity demand of urban residents.At the same time,it has improved the production and living conditions of local residents and promoted the rapid development of local society and economy.However,the construction of a water conservancy project generally has the characteristics of wide impact,large scale,complicated technology and long construction period.In the course of its construction,it will inevitably cause some disturbance to the natural ecosystems in the surrounding areas.The pollutants emitted during the construction phase and the operation phase will have some impact and damage on the environment in the region.This paper analyzes the ecological and environmental impact of the Xibeicha Water Conservancy Project in Baishan City and puts forward feasible measures to reduce the negative impact of the construction project on the local ecological and natural environment.Based on the comprehensive ecological and environmental impact analysis of the project,feasibility analysis can be further carried out to ensure that the project construction is conducted on a reasonable and scientific basis.In this paper,the status quo of the natural ecological environment in the region is investigated and analyzed.After a detailed analysis of the project construction overview,ecological and environmental impact assessment of the ecological disturbance degree of the water control project to the area as well as the pollutants generated during the construction and operation phases is carried out.And put forward corresponding reasonable and effective prevention and control measures.The results show that the impact of the construction of the Xibeicha Water Complex on Baishan City on the ecological environment is basically a slight disturbance to the growth and reproduction of native flora and fauna during the construction phase,but will cease with the end of the construction period: With the implementation and entry into force of restoration measures for water and soil conservation and ecological environment,the terrestrial vegetation in the project area can be basically recovered;the normal habitat of the animal population will be restored at the end of the construction period;and the ecological base flow will ensure the growth of aquatic animals and plants.To ensure that the ecological base flow enables the growth of aquatic animals and plants and the living environment conditions of fish can be basically satisfi ed.The pollutants that have an impact on the environment during the construction phase and operation phase can be basically prevented from further polluting and destroying the environment after the corresponding measures are taken: The wastewater generated during the construction period is treated with reasonable measures to reduce the pollution of the water body;the pollution to the atmosphere and the noise produced disappear with the end of the construction period;the solid waste during the construction period is properly transported and cleaned in time to avoid environmental pollution.During the operation period,the eutrophication of the water in the reservoir area is less likely to occur;there is no atmospheric pollution;reasonable noise reduction measures avoid acoustic environmental pollution;the domestic waste of the power station is temporarily sent to the sanitation department for disposal.The ecological and environmental impact assessment of the Xibeicha Water Complex on Baishan City further shows that the construction of the project has brought significant social and economic benefits to the localities and has not caused any significant impact on or changes in the ecological environment.The scientific review department for scientific decision-making and environmental protection departments of environmental supervision and management to provide a scientific basis.
