Strategic emerging industries has become a breakthrough in the transformation and upgrading of industrial structure and the optimization of economic development mode in Guangdong province.Growth,long-term and overall strategic emerging industry which is in a strategic position in the development of national economy,and it also has the innovation,risk and positive externalities,the strategic emerging industry in the development process of the government must intervene.The common fiscal policies include financial direct investment,financial subsidies,government procurement and preferential tax policies.In practice,the government is the main means of direct subsidies to support strategic emerging industries,but because of the adverse selection behavior of information asymmetry and enterprises,and even some enterprises exist rent-seeking and subsidy fraud behavior,the decrease of the policy effect.To test whether the current fiscal policy effectively,this paper uses DEA method to evaluate in industry segments of strategic emerging industries or main business is a strategic emerging industry category of Listed Companies in 2010-2015 years of government subsidy efficiency.By observing the change rate of total factor productivity and other efficiency rate,found that the strategic emerging industry development problems,the more serious the decreasing returns to scale efficiency and technical progress of input redundancy is low,there is a risk of repeating the extensive development of the old.The government should coordinate the proportion of financial and fiscal policy tools,seek more efficient financial support strategy,and constantly optimize the financial support policy.
