| Developing strategic emerging industries is the key means to promote the economic development and economic transformation in China, and public financial support plays a basic and guiding role in the cultivation of strategic emerging industries. From this point of view, the present paper mainly adopts industry development law and efficiency theory to study public finance efficiency in strategic emerging industries of Hunan province. It aims to enhance fiscal support efficiency of Hunan strategic emerging industries and provide references to the rapid development of them.According to local industrial characteristics, Seven strategic emerging industries are established in Hunan, namely, advanced equipment manufacturing, cultural creativity, new energy, new materials, biology, energy saving and environmental protection, information technology. First, this paper analyses the characteristics and development law of strategic emerging industries to elaborate their significance in developing regional or even national economy. Then, this paper discusses efficiency theory related to economics in the field of strategic emerging industries. Production approach and asset approach are adopted to determine efficiency measurement system. Public fiscal support efficiency of Hunan province in the last three years is measured through the application of DEA model. It is concluded that there exist three problems: Public financial investment mechanism is not perfect, he industrial R & D investment structure is unreasonable, the allocation of resources is not appropriate; the introduction of intelligence investment is not enough.Drawing on the experience of public fiscal support to strategic emerging industries development in America, Germany and other developed countries, at last, this paper, based on empirical analysis results and facts of strategic emerging industries development in Hunan province, provides reference to several aspects: construction of dynamic public fiscal investment system and enhancement of government support; improving oindustrial R&D input structure and accelerating the development of key industries; the introduction of intelligence investment... |
