| The ranks of medical and health personnel are the cornerstone of national health undertakings and the main propelling force and executive force of medical reform.Therefore,the construction of rural medical and health personnel will greatly influence the development of the whole health and health system and the success of the medical and health system.In recent years,with the increasing investment in national medical and health,the township medical institutions have improved in housing,medical equipment,drug distribution and so on.But at the same time,with the improvement of hardware,the scarcity of health professionals has become an important factor that restricts the development of primary health care and affects the well-being of the people.Yunnan Province as China’s economically underdeveloped areas,medical and health services is lagging behind,unbalanced development,although the short board continue to promote the work of medical institutions,hardware upgrades,perfect the infrastructure,but the rural medical and health personnel development is still lagging behind.Is still a hard row to hoe.People go up,the water flows,a part of the township health care professionals chose the more development space of the city hospitals or medical institutions,poor treatment,hoping to get better development is the reason for the large number of township health staff turnover,and meet the eye everywhere township level,the number of medical staff due to lack of technology but hard the patient is difficult to get efficient service phenomenon.Public policy is the specific organization and personnel within the organization to achieve organizational goals,and to take measures and methods in various forms,as a kind of state and government,it is with the productive forces and production relations,economic base and superstructure contradiction between social evolution,morphology and morphological changes in developing.The implementation of public policy is affected by four factors,and the first is whether the design of public policy is continuous,reasonable and operable.Then the implementation organization mechanism is reasonable,function can be brought into full play,after is the policy implementation of the main business,communication and coordination ability,work attitude;policy implementation object behavior,with the degree of support,finally is the complicated environmental factors,including:economic,political,cultural and social aspects etc..Through the combination of field research and find information,analysis the status quo of Yunnan province rural medical and health personnel,analysis of existing problems,summarizes the factors affecting the construction of township health personnel in Yunnan Province,including location and economic,social,policy and system,starting from the angle of public policy,put forward suggestions and measures to restrict the development of villages and towns medical and health personnel in Yunnan Province,in order to provide some reference for the construction of medical and health personnel in Yunnan township.By using the theory of Smith’s policy execution,medical and health personnel construction in villages and towns in Yunnan province in 2011 2015 5 years as the overall object of study,through the understanding of Yunnan Province,the total amount of medical health personnel training,township structure,treatment,analysis of the relevant policies in the implementation of the effect is not ideal,even with the expected to be quite different reasons.From the formulation,implementation of the policy itself and the policy implementation subject,put forward specific measures and suggestions to the beneficiaries,economic and social environment,including:further enrich the comprehensive quality and improve relevant policies,strengthen the implementation of the main policy execution,the target group and enhance understanding of the policy,to create a favorable atmosphere for environmental policy implementation. |
