Yunnan Province General Hospital The Ability To Respond To Public Health Emergencies Study

Since 21st Century, the sudden public health affairs globally are increasing, such as "September 11 Event" in the United States, infectious atypical pneumonia(SARS), highly pathogenic avian influenza (H5N1),the destructive Wenchuan Earthquake in 2008, Sanlu Milk Powder Accident, Influenza A (H1N1) virus Epidemic in 2009,so many ferocious sudden affairs and communicable diseases have threatened the stability of society and our public health severely .In the different stages of sudden public health affairs, namely ,identification early , diagnosis early, report early, isolation early and treatment early ,general hospitals play the key role, their ability to cope with sudden public health affairs will directly affect the result. The emergency task of general hospitals is to acquire the accurate information according to scientific analysis in the shortest time , then adopt emergency actions, in the result, the injuries and toll rate caused by catastrophe can be decreased and the threat to human health can be elimilated .In the thesis, firstly, the definition of sudden public health affairs is described, secondly, the status quo of health care in Yunnan Province is analyzed, thirdly, the basic situation of emergency management system of sudden public health affairs home and aboard and the present hierarchical classification of hospitals are introduced, at last, the existing risks of general hospitals during dealing with sudden public health affairs , their functions , obstacles and four relationships necessary for appropriate management are discussed. .Beginning with the connotation of coping ability construction, combining the capacity construction of foreign medical services during coping with sudden public health affairs and coping ability of general hospitals in Yunnan Province, according to different characteristic before sudden public health affairs , during the affairs and after the affairs, some suggestions are put forward, they are as follows: the general hospitals should set up law consciousness, management awareness and sense of crisis, besides, they should establish early warning system,emergency response plan and command system, to improve emergency flow and to strengthen the training of human resources are also important.In all, some rational advices in risk assessment ,emergency assurance and other aspects in coping with sudden health care affairs are proposed in this thesis , which can help us explore coping ability of general hospital in handling sudden public health affairs.
