| With the acceleration of the process of archival information in China,archives at all levels are in full swing to carry out the digitalization of archives.In carrying out this business,digital outsourcing of archives has increasingly become the first choice for comprehensive archives at all levels.However,the digital outsourcing of archives in China started late and has not yet matured.The quality of the digitalization of the archives in the comprehensive archives is directly affected by the quality of the work carried out.Therefore,this paper studies the status quo of digital outsourcing of archives in integrated archives,finds out the problems and discusses the solutions to improve the quality of digital outsourcing of archives in comprehensive archives.It is great significance to develop the information construction of archives quickly and well.On the basis of discussing the definition,mode,significance,necessity and feasibility of the digital outsourcing of archives,this paper focuses on the digital outsourcing of archives in comprehensive archives of our country and takes the archives of A province as an example to carry out the investigation and analysis of its file digitalization outsourcing situation.And it is considered that after a long period of practice and exploration,some successful experiences have been formed in the archives of Province A,which are mainly manifested in:First,formulate a manual for the digitalization of archives and improve the working rules;Second,select qualified outsourcing companies to carry out digital work;Thirdly,strengthen outsourcing supervision to theoutsourcing companies;Fourth,regular communication with outsourcing companies;Fifth,outsourcing staff to conduct business training and improve the quality of outcomes and other aspects.Of course,in the practice of work,there are also some problems in the archives of Province A:First,the implementation standard of archive digitalization outsourcing is not perfect and unify,Second,the outsourcing process needs to be optimized;Third,the mode of direct outsourcing weakens the ability of learning and innovation of archivists;Fourth,the security risk of entity and information exists in the digital outsourcing of archives;Fifth,the quality of archival digitalization results needs to be improved;Sixth,the outsourcing personnel's professional ability is relatively low;Seventh,the outsourcing personnel's not stable and loyal.In view of the above problems,the author thinks that it should be solved from the following aspects:First,perfect the stage work standard,construct the whole work flow of outsourcing by the country and the comprehensive Archives;Second,structure the archival digitalization outsourcing process,improve the quality of the key link;Third,choose the management mode dynamically and strengthen the professional ability of archival personnel;Fourth,carry out strict safety supervision,including the archival digitalization spot,the digitalization processing equipment,the archival etc.;Fifth,the implementation of third-party cooperation outsourcing through university professionals to guide the work of digitalization;Sixth,regular business training,including the basic knowledge of archives,the archives laws and regulations,the digitalization rules and regulations etc.;Seventh,theoutsourcing companies and project manager strengthening personnel management,reducing the mobility of personnel and so on. |
