Different from general risk events,public health risk events are closely related to the public security,which has the characteristics of unpredictability,genetic diversity,highly concern by public,and high risk,and once it happens a significant concern in the community would be caused.Media,as a social utility,holds considerable sway in the social issues,including balancing social values,triggering social thinking,etc.As the public is lack of access to experience of direct risk in social life,and they mainly get the information of risk through the media.Media to build a bridge in risk communication process,the smoothness of channel is directly related to the resolve of risk.In 2016,the Shandong issue vaccine incident was a public health risk event with a very wide range and sustained duration.During the course of the incident,the extensive coverage of the media on one hand provided the public with relevant risk information to explain the development process of the incident and the solution.But on the other hand media also led the whole society to the panic of the vaccine and other negative emotions.Based on this,this article study in-depth on the content of the text reports(including graphic reports)while the event happened for content analysis.By taking in the event of media news frame and bear responsibility for thinking and research,combined with related theories,this article focus on media reports which are used in vaccines framework and what is the deficiencies of media in the current public health risk communication.This study found that while reporting the Shandong vaccine incident in 2016 the media used five kinds of news framwork,which are the news fact framework,the public health framework,the government responsibility framework,the moral standard framework and the economic benefit framework and to a certain extent played three roles which are the vaccine risk information Providers,supervisors of the official sector and the leader of the public opinion on vaccine risk.On the whole,the media basically hold the objective attitudein the reports in a calm way.But there are still some problems.In the deep reports on vaccination incident in Shandong,the performance of network media is more outstanding,both on the number and the scope of influence of reports,compared to the paper media.Represented by the Paper and Caixin,their report is further and repeatedly set off the climax of the event reports,while paper media giving priority to news reports with the anasis on the reason behind the not that enough.As to the allocation of discursive,the media sources are mainly from the media themselves or regulators and their staff,and sources from authorities on the vaccine and The social public newsclosely related to the vaccine problem is comparative little,which shows an unbalanced discourse distribution.As a "social risk enlarging station",the media to a certain extent,played a role of "risk pusher",which contains both the absence of media roles and embarrassed and helpless brought by characteristics of public health risk events such unpredictability,genetic diversity,high degree of concern and high risk,etc.In general,public health risk communication involves many aspects,media reports are also affected by many factors,ther efore,a lot of efforts is in need to build a good public health risk communication environment.
