With the rapid development of urban economy, the pollution caused by solid waste becomes more and more distinct, it affects the city's environmental quality seriously, meanwhile, with the people's physical and mental health. The bureau of Liaoning (Yingkou) Coastal Industrial Base devotes to strengthen the comprehensive control of solid waste collection and disposal, improve the efficiency of the municipal solid waste management, realize the solid waste recycling, achieve circular economy. We can design a management information system of the solid waste, to achieve the purposes of information integration, and one-stop management.This research of the management information system of the solid waste is projected development according to the actual needs of the bureau of Liaoning (Yingkou) Coastal Industrial Base, using.net technology to build a web based layered architecture of management information system of solid waste. This system is designed on Browser/Server (B/S) structure. From the demand analysis, we plan every step in strict according to the software engineering development process, in order to ensure the stability of the system, easy maintainability and extensibility. This research based on the theory of software engineering disciplines as the instruction, combines the object-oriented program design and the layered architecture design, advanced technology in the field of database, etc. System is based on the development environment of Visual Studio.NET 2005, and achieves the software with the programming language of ASP.NET and C# which are introduced by Microsoft, and SQL Server 2005 as its database.System can complete different roles of user configuration and operation functions by testing, achieves the design purposes satisfactorily.
