An amount of radioactive waste has been accumulated with the development of China’s nuclear industry, which need to be disposed. With more and more nuclear facilities operating, the demand for the radioactive waste safety management is higher and higher, the nuclear and radiation safety problem has called more and more people’s attention. As an important aspect of nuclear safety, the safety management of radioactive waste comply with the key areas and its priority theme (10. Public safety) requirements of《the national medium and long-term science and technology development plan outline (2006-2020)》. According to the requirements in GB16933《acceptance criteria for near surface disposal of radioactive waste)), the whole process of waste management should be recorded, all of the steps and elements before the radioactive waste disposal should be managed and recorded. At present, the nuclear power plants (DaYa Bay, Ling Ao Phase I and Ling Ao Phase ii) and all other plants (CPR1000, EPR and AP1000nuclear power plants under construction also lack a unified radioactive solid waste management system and the whole life cycle tracking manage for radioactive solid wastes from the produce to the final dispose process. Based on the site conditions, the nuclear power plants need one system to manage all the waste management activates and deeply analyze the waste data to realize the radioactive protection optimization design.According to the development of information network technology and the nuclear power plants of radioactive waste management requirements, this paper is devoted to develop a general radioactive solid waste management system, which is suitable for various plants waste management activities, including the waste source term, collecting, treatment, storage, and transportation and final disposal management of the whole process of solid waste. This system can improve the safety management level for the radioactive waste tracing, realizing information sharing between the different nuclear power plants.This paper analyzed the regulations and the logic relationship of the whole waste management activities such as the radioactive waste source term, treatment, storage, transport and disposal requirements, system safety design are also analyzed and planed, and developed 《the Radioactive Solid Waste Management System for the Nuclear Power Plants》(RSWI). The RSWI is the first whole process radioactive waste management system in china nuclear power plants, which can trace the whole process of the waste management activities, and developed the waste management tracking tickets and database. According to the different solid waste source term (such as filter cartridges and spent resins or concentrates) and treatment process, different radioactivity modeling had been researched. The radionuclide decay calculation software can evaluate the solid waste radioactivity level. The waste data can be used optimization design for nuclear power plants and the solid waste safety management also can be enhanced by this software. The quality control also can be improved by the RSWI.RSWI has been used in the nuclear power plants of china. This software can be used in CPR1000, EPR and AP1000nuclear power plants by system configuration. The system’s application also can contribute to improve the level of nuclear power plants of waste management, which has greater security and social significance. The recorded data will help the nuclear power plant realize the radiation protection optimization design and the radioactive waste minimization management.
