Since the launch of Compulsory Education Law,the government has carried out a series of policies and regulations on the popularization and improvement of compulsory education,which have made well-known achievement.But the problem of disparate development has become increasingly serious,and become a tough obstacle on the way of deepen and balanced development of compulsory education.From the perspective of education equity theory,balanced development is the key to education equity.Search to the bottom,the basic reason of disparate development is the unbalanced and unreasonable allocation of education resource.As far as I am concerned,the key factor deterring the level and quality of education lays on the balanced allocation of human resource,which can be called teacher strength as well.Because besides the advanced hardware resource,the software resource,especially excellent ranks of teachers,makes up the source of balanced development of compulsory education.This paper states balanced allocation of Fengze District's compulsory education teacher resource as the case,and systematically generalizes the creative government action on balanced allocation of Fengze District's compulsory education teacher resource,the software resource,based on the basic equity of advanced hardware resource of compulsory education in Fengze District,through searching information,holding interview and field research.Besides,questions and problems will be analyzed and reverent measures will be put forward,in order to provide reference to the balanced allocation of software resource and hardware resource in the future and help Fengze District to achieve the development goal of building an education advanced district and making children enjoy advanced education right at their doorsteps.
