The balanced development of the faculty is the key to promote the balanceddevelopment of the compulsory education in county territory. This thesis is based oneducation equity theory, education resources allocation theory, public goods theory,government responsibility theory, and hierarchy of needs theory. It focuses onexploring the basic connotation of balanced allocation of teachers of compulsoryeducation, and at the same time, it examines how the basic principles plays the basicrole during the process of allocation of teachers.This thesis takes County Y as a case and it is based on the situation of economicdevelopment of local schools. In this thesis, the whole county’s compulsory educationschools are divided into two categories: county schools and country(town) schools.Under the comparative analysis of education background, professional title and otheraspects of urban and rural school teachers, the two types of teachers situation ofCounty Y will be showed and the basic problem of teachers allocation of County Ywill be summed up.To solve these problems, the author performed analyzed the reasons mainly fromfour aspects: deviation of the government policy-oriented factors; constraints of theurban-rural dual economic structure; shortage of the school personnel managementregulation; teachers’ irrational choices in their professional development. On this basis,the author proposed countermeasures to further improve balanced development of theurban and rural teachers’ balanced allocation in county’ compulsory education: Firstly,the fairness of the policy-oriented. That is to say, to get rid of the policy tendence of"key schools" and "urban center" to adjust teacher mobility policy; Secondly, to breakthe differences between urban and rural areas. It is hoped to increase financialinvestment of government in rural schools, and to focus on the treatment of teachersin urban and rural areas of equal pay for equal work; Thirdly, to perfect personnelprocedures. Teachers’ personnel management supervision mechanism should be builtto promote the balanced development of urban and rural teachers, to improve theprincipals’ leadership and to enhance personnel management capacity building;Fourthly, to enhance teachers’ quality. Teachers training should be strengthened andthe ethics of professionalism should be paid more emphasis on.This thesis attempts to make a research on the status of urban and rural teachersin compulsory education of County Y. On the one hand, it attempts to get moreattention on the problem of serious imbalance in urban and rural teachers’ allocationfrom the government and administrative department of education in Y County. On theother hand, it hopes to provide policy advice and recommendations to promote the balanced development of the compulsory education in county territory.
