Evaluation Studies On Economic Operation And Service Efficiency Of Tertiary TCM Hospitals In Jiangsu Province

Research Background:China has experienced great improvements in health fields since"Healthy China" been listed in the development outline at the 5th Plenary Session of the 18th CPC Central Committee.Tertiary hospitals are playing a key role in provincial and municipal health-care systems.Highlighting the unique performance of Traditional Chinese Medicine(TCM)in the program of building basic health-care system with Chinese characteristics is an urgent need to improve medical system reform and speed up Healthy China project against the background of a continuously developed TCM."Preventive treatment of disease" is the treating concept of tertiary TCM hospitals that has greatly improved people's health,and playing a leading role in provincial and municipal TCM treating system.Tertiary TCM hospitals in Jiangsu,a major economic and practical health-care province,boast higher overall status.Therefore,the study of their economic operation and service efficiency can effectively reflect service status and health investment among current tertiary TCM hospitals.The study can provide a guidance for the medical care service system in Jiangsu province by exploring problems of its tertiary TCM hospitals.Research Purpose:The aim of this study is to estimate and analyze the working efficiency of tertiary TCM hospitals in Jiangsu province based on the research of their economic operation and service efficiency through an in-depth inquiry of their status quo and an analysis of all tertiary TCM hospitals,basically among "south,middle and north" of Jiangsu province in a comprehensive way.Research Methods:First,descriptive statistics was used to analyze the health human resources,hospital revenues and other aspects of tertiary TCM hospitals in Jiangsu Province,through which the current economic operation status of these hospitals was concluded.Second,data envelopment analysis and the Malmquist index model were also used to perform static and dynamic evaluations and analysis of the 34 sample hospitals in Jiangsu Province,then compared and verified the results with TOPSIS.Third,the Tobit regression model was used to find factors that impact service efficiency of tertiary TCM hospitals in Jiangsu Province,and made a further study on them.Research Results:In terms of economic operation,Jiangsu has continuously increased its investment in the health resources of tertiary TCM hospitals,yet there is a large gap among different regions.Besides,treatments with TCM have increased year by year,but Chinese herbal(patent)medicines account for a relatively low revenue.What's more,although the 3A-grade TCM hospitals dominate medical care system in Jiangsu,its 3B-grade hospitals has developed rapidly.In addition,the overall service efficiency of tertiary TCM hospitals in Jiangsu tends to be stable,but in a generally low level.Countermeasures:To strengthen the support for TCM treatment and realize interconnection among TCM hospitals in Jiangsu province;to promote a refined management model of TCM hospitals and improve their service efficiency;to strengthen the innovation capabilities of TCM services and continuously improve nosocomial preparations and other relative special services.
