Medical Resources Investment,Hospital Operation Efficiency And Health Level

The "Healthy China" strategy,as the first medium-and long-term strategic plan in the field of health formulated at the national level since the founding of New China,points out a new direction for the top-level design and institutional arrangement of people’s health and medical and health undertakings in our country.Under this background,China’s structural reform on the supply side of health care has achieved remarkable results by gradually easing the problems of "insufficient supply,unbalanced distribution,short system and heavy government burden"(Xia yingge,2019).From 2004 to 2018,China’s government expenditure on health care increased from 514.365 billion yuan to 1563.255 billion yuan,the national average number of health technicians per thousand population increased from 3.5 to 6.83,and the number of beds in health care institutions increased from 3.268 million to 8.041 million.At the same time,the national neonatal mortality rate and maternal mortality rate dropped from 15.4‰ and 0.483‰ to 3.9‰ and 0.183‰ respectively,and the life expectancy of Chinese residents increased from 73 to 77 years from 2005 to 2018.With the increasing demand for medical and health services from the Chinese people,it has become an important topic to further study the relationship between medical resources input,hospital operation efficiency and residents’ health level.Based on transaction costs and principal-agent theory,hospitals play an important role in regulating the multi-level principal-agent chain of "patients-government-hospitals-doctors"(Huang Yan,2019).Appropriate incentive compatibility measures can release the potential of hospital operation efficiency and make the investment of government health resources more effective.Therefore,on the basis of previous theoretical research,this paper puts forward two hypotheses: the hypothesis of the relationship between medical resource input and residents’ health level,and the hypothesis that hospital operation efficiency plays a moderating role between medical resource input and residents’ health level.Based on the existing research results,this paper uses the public data of the National Health Construction Committee from 2004 to 2018 to conduct an empirical study on the health data of 31 provincial administrative units in China,mainlyanalyzing the empirical relationship between medical resources input,hospital operation efficiency and residents’ health level.After the DEA input-output operational efficiency calculation,data test,regression test and robustness test,the following conclusions are drawn:First of all,our government’s investment in medical and health resources can significantly promote the continuous improvement of the health level of our residents.Secondly,the operating efficiency of hospitals in most regions of our country still needs to be improved,and there is a big gap in operating efficiency between regions.This also shows that there is still a gap in the allocation of medical resources between the eastern and western parts of our country,and the regional hierarchical diagnosis and treatment pattern with medical association construction as the main means needs to be further strengthened.Finally,hospital operation efficiency plays an important positive regulating role in the process of medical resources promoting people’s health level,that is,the higher the hospital operation efficiency,the stronger the promotion effect of medical resources investment on people’s health level.Therefore,in order to further deepen the medical and health reform and the construction of a healthy China,it is important to improve the efficiency of hospital operation by reducing hospital liabilities and improving the utilization efficiency of assets and human resources.According to the research conclusion,this paper believes that in order to further improve the effectiveness of medical resources investment and promote people’s health level,on the one hand,it is necessary to continuously deepen the reform of medical and health system and the structural reform on the supply side of medical and health services,optimize the mode and direction of medical resources investment,and further create a hierarchical diagnosis and treatment pattern;On the other hand,it is necessary to continuously optimize the hospital’s internal management capability,establish modern management concepts,service concepts and the determination to fight for people’s health,and also let the hospital find the financing mode and operation mode most suitable for its own characteristics and development strategy in the market,so as to continuously improve the quality of China’s medical and health services and continuously promote the sustained and healthy development of China’s medical and health undertakings.
