ObjectiveTo develop and apply the information system for the study of neonatal disease screening,and to realize the screening,technical service and information management of neonatal diseases throughout the province by means of information technology,Improve the quality of screening management and the overall management level.MethodsOn the basis of the existing neonatal disease screening system,continuous upgrading and optimization:Upgrade the original system from the C/S architecture to the B/S architecture and upgrade the database system from SqlServer to Oracle,According to the information management needs to constantly optimize work flow,>screening results query information management>abnormal return notification information input>laboratory screening analysis,Data interaction and information sharing between blood collection units,districts and counties management centers and screening centers can be realized,Make full use of Internet technology,data warehouse technology,multimedia technology,mobile Internet technology,To achieve information management of neonatal screening across departments and agencies,the implementation of cross regional,organization and management,neonatal screening quality control,personnel training,propaganda and health education,eliminate information islands,realize information sharing,interconnection and interoperability.ResultsAfter fourteen years of continuous improvement and development of neonatal disease screening management system,the application of neonatal disease screening management system:1,the data stored in the neonatal screening center,improving the data security,the blood collection unit,district management center,screening center between the data exchange and information sharing,improve management efficiency.2,bar code technology to the neonatal screening,using bar code as identification of the whole system code for the screening of neonatal newborn files,basic information,test results,recall management,follow-up unified archiving,and strengthen the positive children treatment and long-term follow-up,institutions at all levels and all kinds of users can query neonatal screening related information within the allowable scope authority.3,blood collection unit blood registration,district management center blood sample acceptance,screening center laboratory blood sample collection,each link by scanning bar code,to achieve the blood slice delivery of logistics full tracking.4,the establishment of a unified standard of the province through neonatal screening management system to establish a unified,standardized the content and process of neonatal screening;neonatal disease screening can greatly improve work efficiency,standardize the process and application of screening service,scientific management.5、to strengthen the treatment and follow-up of children with positive long-term;5,management indicators improved significantly:the screening rate increased from 2003-2013 92.84%to 2014-2016 99.40%;screening positive cases recall rate increased from 2003-2013 95.33%to 2014-2016 97.33%;rate of unqualified blood films decreased from 2003-2013 0.33%to 2014-2016 0.13%;blood unqualified re sampling rate increased from 2003-2013 98.62%to 2014-2016 99.99%;blood late rate declined from 2003-2013 1.79%to 2014-2016 1.08%;screening positive cases recall time from 2003-2013 the average time of birth 15 days to 2014-2016 an average of 3 days;the children were followed up efforts to increase the diagnosis,treatment of each evaluate the dynamic understanding and treatment effect.6,improve economic benefits:the need to recall the notice required by registered letter,we recall the available notices from the Internet;the original samples unqualified to call the medical care institutions,according to online bulletin,save a large amount of postage and charges;the original screening information for manual entry through the registration of newborn screening.The information system to achieve paperless management,reduce the waste of paper.7,improve social benefit:through the website,SMS,WeChat,Alipay and other independent channels,effectively guarantee the parents’ right to know,greatly improving the awareness and satisfaction of social work on neonatal screening.8,rich inquiry and statistics function,formulate policy for the health administration department and the provincial screening center,and provide data support for the lower level unit examination.ConclusionApplication of neonatal screening management system,greatly improve the working efficiency of neonatal disease screening,standardization process and application technology of screening service,scientific management,so as to realize the fast and accurate screening service,orderly and comprehensive services.
