ObjectiveTo investigate the status quo of the basic public health service(HR)human resource allocation,training status quo and demand,performance appraisals status quo,and job burnout status quo and its influence factors of the basic public health service of the basic medical institutions in Wanzhou District of Chongqing,this paper analyzed the characteristics of the status quo,explored their influencing factors,and put forward the corresponding countermeasures and suggestions,to provide references for the optimization of basic public health human resources of the basic medical institutions in Wanzhou District and making relevant policies on the human resource of the basic public health service,so as to promote the rapid development of basic public health services in primary medical institutions in Wanzhou District.MethodThe questionnaire was designed on the bases of literature research,expert consultation and qualitative interviews,by taking the way of general investigation,and all the personnel who engaged in the basic public health services in the basic medical institutions in Wanzhou District were investigated using a self-administered questionnaire.SPSS19.0 software was used to describe the tendency of centralization and decentralization of the data in different dimensions,the composition ratio,the reality and expectation,and the demand of the current situation,and so on.Result1 The overall situation: Among all the basic public health service personnel of the basic medical institutions in Wanzhou District,there are 720 with the education background under senior high school(secondary school)education,accounting for 56.9%;504 obtained no title,accounting for 39.8%;453 aged 46 and over,accounting for 35.8%;and only 41 are public health professionals,accounting the proportion of 3.2%.2 The training situation: The basic public health service personnel training participation rate of Wanzhou District was 96.8%;73.5% personnel were trained 4 times and above;63.8% personnel were trained more than 10 days in total time;The first three training contents were the establishment of urban and rural residents health records,chronic disease management,and health education,and the special skills were the main training mode;97.4% of the staff were satisfied with the training effect.Further training demand rate was 97.2%;the top three training requirements were the establishment of health records of residents in urban and rural areas,the management of patients with chronic disease,and the Chinese medicine and health management;And the main training needs were special skills.3 Performance assessment situation: In the basic medical institutions in Wanzhou District,the basic public health service personnel present average monthly income and expected income had a gap of 1923 yuan;33.8% of the staff were not satisfied with the performance appraisal income;31.5% of the people thought that income does not reflect the value of labor;58.4% of the people thought that the performance appraisal system has no incentive effect;53.7% of the staff that the performance appraisal system to be further improved;25.3% of the staff held an overall-dissatisfaction attitude towards the performance appraisal.4 Job burnout Situation: Among the basic public health services personnel of the basic medical institutions in Wanzhou District,emotional exhaustion dimension average score was 1.51 ±1.39,cynical average scores was 1.03 ±1.21,and the low sense of achievement dimension average score was 3.70±1.94,in the three dimensions,Moderate burnout ratio were respectively 32%,19.3% and 48.2%.Conclusion1 The basic public health service personnel of the basic medical institutions in Wanzhou District had a not-high qualifications,unreasonable age structure,and there were few professional public health personnel and the situation of having no title was serious.So to encourage basic public health service personnel to participate in the continuing education of higher medical establishment of basic public health service,to establish the mechanism of personnel entry and exit,to encourage staff to participate in the basic public health services title examination,and to make effective technical qualification certification to improve the professional titles level are important and necessary.2 Among the public health service personnel in basic medical institutions of Wanzhou District,the youth who under the age of 45 accounted for the majority,and had a low professional qualification ratio,and a large training demand,Therefore,the training of the needed projects should be strengthened,and at the same time the training content should be more suitable for practical work,so as to increase the training participation rate,realize the upgrading of knowledge,and improve the training assessment system.3 Revenue performance of basic public health service personnel of basic medical institutions in Wanzhou District was at a low level,the performance appraisal incentive did not really worked,the performance appraisal system was still inadequate.Thus,to adjust the performance of the total wages and to improve the satisfaction of performance appraisal are needed;To recognize the value of labor personnel from different angel to improve work enthusiasm is helpful;To improve the performance appraisal system and give full play to the incentive function of performance appraisal is important.4 The basic public health service personnel of the basic medical institutions in Wanzhou District were emotionally exhausted,the phenomenon of low sense of achievement is more serious,and the job burnout exists obviously,and the main factors affecting the occupation burnout are such as gender,place of work,education,job title,salary and etc.So the measures should be taken such as strengthening the ability of psychological regulation and the adaptability of individual,rationally allocating the human resources,improving the safeguard mechanism,implementing the corresponding policies,and strengthening the policy propaganda and etc.
