To deepen the structural reform of medicine and health care, mobilize the initiative of the medical personals, enhance medical service level and promote the health development, performance appraisal system is fully implemented in the basic level of medical and health units in Doumen District of Zhuhai City from January 2012. Progress had been made by the performance appraisal system after a period of practice. Meanwhile, problems were also found in the practice of this performance appraisal system. By analyzing the progress and the problems of the performance appraisal system in the basic level of medical and health institutions in Doumen District and raising the existing wage level, it is believed that performance appraisal systems plays an effective role for stabilizing and motivating the medical personals, consequently impel the development of health service in Doumen district.This study is based on sampling questionnaire surveys and face-to-face interviews to the administrative staff, medical care staff and patients of the basic level in the medical and health institutions which the performance appraisal system has been implemented in. The analysis and research on the current performance appraisal system are implementing the quantitative analysis and qualitative analysis through plenty of comprehensive, further and systematic surveys and consulting. Improving opinions and suggestions are presented in this article by studying on the modern incentive methods of the human resources management, also the main ideas, theories and methods of the humanistic management.Through the research, it is considered that the performance appraisal system has to be oriented by mobilizing the enthusiasm of the medical staff. It is believed that the equalitarian treatment of organizations and individuals regardless of their performances can be avoided, and so as the new inequities. A series of suggestions on how to get further improvement of the performance appraisal system in Doumen District is also presented in this article. Firstly, reasonably guide the basic level of the medical and health institutions to balance the basic medical treatment and the basic public health service, devote much attention to the results of the appraisal, especially to the non-economic incentive. Secondly, establish an indicator system of simple structure and strong operability, adjust the proportion of the total performance and performance salary appropriately. Thirdly, make sure that the personnel training and talent introduction are sufficiently provided, strengthen the internal management. The results of this study will serve as a reference to further improve the performance appraisal system of the basic medical and health institutions of Doumen District.
