Service Performance Evaluation Of Basic Public Health Community Health Service Centers

Background: Following the2000WHO report, especially "opinions on deepening themedical and health system reform" in2009, the basic public health services in communityhealth service center has received high attention, the popularity of the government and thehealth bureau are taking measures to implement the basic public health services.Objective: To establish the evaluation index system about the basic public healthservices performance of Chongqing Jiangbei District Community Health Service Centerthrough literature study, Delphy expert consultation method. Use the index system to evaluate9community health service centers in Jiangbei District, find the work problems through theevaluation and put forward some suggstions.Methods: To determine the initial index system through literature review andsemi-structured interview; according to two rounds of Delphy expert consultation methodtheselect indexes; according to standard work method, AHP to determine the weight of eachindex, finally, through on-the-spot investigation, this report use the index system carry out theevaluation of basic public health services in Community Health Service Center.Innovation: The innovation of this research lies in put the standard workload into theperformance evaluation of primary health care institutions, the standard workload methodmakes the quantity index can be campared that cannot be measured before. Secondly, put theservice quality, service quantity and service responsiveness into performance index system,can set up a set of more scientific, more comprehensive evaluation model.Results: The final index system include service output, service quality andresponsiveness of3first grade indexes,9level two indexes and49three level index, andcalculates the weights through AHP, percentage weight method, standard workload method. Inthe process of performance evaluation, found the problems and puts forward relevant policysuggestions.Conclusion:The evaluation index system of basic public health services performance ofJiangbei District Community Health Service Center is in line with local realities. The functionof basic public health service is carried out well, but need improvement in focus groups andpatients with chronic diseases.
