Comprehensive Efficiency Evaluation Of The Basic Public Health Service Project Based On DEA Model And Improvement Strategy

Objective The research is to evaluate the implementation efficiency of basic public health service in Caofeidian area,analyze the reasons of DEA invalid and propose improvement suggestions based on relevant policies.Methods The research identified 2 input and 16 output indicators,collected the data of 12 health centers in Caofeidian area from 2012 to 2015,then used DEAP 2.1 software to do DEA analysis.Through evaluating the TE,PTE,SE,return of scale,DEA efficiency,input redundancy and output deficiency of hospitals in Caofeidian area from 2012 to 2015,the paper analyzed the efficiency of all the hospitals.Result The average efficiency of basic public health service in Caofeidian area from 2012 to 2015 is0.82,0.90,0.87 and 0.91,and the efficiency is acceptable.The technical efficiency of Liuzan Town,eighth farm and ninth farm health centers for 4 years is best,the Tanghai Town is worst.In the non DEA effective health centers,in 2012,4 health centers are PTE invalid,5 health centers are SE invalid;in 2013,3 health centers are PTE invalid,2 health centers are SE invalid;in 2014,5 health centers are PTE invalid,6 health centers are SE invalid;in 2015,4 health centers are PTE invalid,4 health centers are SE invalid.In PTE invalid health centers,there are input redundancy in the first and sixth farm,output deficiency in the first and the fourth farm.Conclusion a.The overall efficiency situation of the basic public health service from 2012 to 2015 in Caofeidian area is good;Liuzan Town,the eighth farm,the ninth farm health centers are best,Tanghai Town is worst.b.The reason of non DEA effective is the low pure technical efficiency;the output of the project is shortage.c.There are different levels of quality problems in each health center.The suggestions are: a.To strict funding allocation process,strengthen the guidance of the funds use;b.To stimulate public health personnel enthusiasm,strengthen personnel training;c.To strengthen the publicity of basic public health service project;d.Focus on the role of technological progress;e.To strengthen the supervision of the project.
