ObjectiveTo analyse of three years between 2013-2015 DEA effective cases the districts of Chongqing basic public health services project efficiency, and to explore how the presence of non-DEA efficient district redundant inputs or outputs on a lack of basic public health services, and according to research results discussion, analysis and policy recommendations.MethodsIn this study, using empirical research method, literature analysis grasp the theoretical basis of a three-stage DEA, operational processes, and currently the status quo in the basic public health, and 2013--2015 various districts and counties of Chongqing Municipality basic public health services project efficiency evaluation examples of empirical analysis. The first step in research using SPSS 22.0 for factor analysis, input indicators common factor; the second step, using DEAP2.1 software for data envelopment analysis, the initial value of overall efficiency, pure technical efficiency and scale efficiency as well as relaxation input redundancy variable; the third step, the introduction of environment variables, use FRONTIER4.1 software input redundancy slack variables are divided into environmental factors, random interference and inefficient management, and adjust the input indicators; the fourth step, using DEAP2.1 software will be adjusted after input indicators again into the DEA model to obtain the exclusion of environmental factors and random interference overall efficiency, pure technical efficiency and scale efficiency; a fifth step, The input and output indicators substituting MALMQUIST Index model, to give TFP.Results2013-2015, overall efficiency values are 0.748,0.741,0.723 before adjustment, pure technical efficiency are less than scale efficiency in the same year, the overall efficiency is mainly influenced by pure technical efficiency; the second stage SFA introduced three environmental factors,include population density, per capita GDP and Fiscal Federalism. and the results of the regression analysis of the input redundancy slack variable regression analysis and adjust; the overall efficiency of the adjusted values are 0.835,0.717,0.815 and pure technical efficiency is greater than scale efficiency in the same year, overall efficiency is mainly influenced by the scale efficiency. Three-stage DEA results show that if the impact of environmental factors and random interference unchecked, the county pure technical efficiency value is undervalued, and overvalued scale efficiency value. Number of counties is non-difference before and after the adjustment DEA effective, non-DEA efficient district Adjusted showed increasing returns to scale in the state. According to the results of MALMQUIST index model analysis, total factor productivity continues to decrease, mainly due to the effects of changes of technological change,and scale efficiency.Conclusion1, due to environmental factors, such pure technical efficiency various districts and counties of basic public health services has been underestimated, while overestimating the scale efficiency projects. So were three-stage DEA analysis is necessary; 2, accelerate basic public health services project in technological innovation, increase operational scale primary health care institutions and improving TFP in adverse conditions, continue to promote the forefront of efficiency and pronged approach to improve TFP, thus improving Chongqing basic public health services project efficiency level; 3, continue to steadily increase investment in basic public health services, to play various districts and counties’ s existing capacity increasing returns to scale advantages.
