| As the evaluation task in the last stage of scientific research,the evaluation of scientific research projects can not only evaluate the past research work,but also effectively guide the direction of future research projects.The purpose of data envelopment analysis is to simultaneously evaluate various influencing factors to calculate the most effective use of a given set of outputs and inputs.Therefore,data envelopment analysis can be used to evaluate the effective allocation and utilization of input resources in scientific research projects.This study mainly evaluates the performance of the data provided by the projects in the evaluation task of the "public welfare health industry special" carried out by the Department of Science,Technology and Education of the National Health Commission of the People’s Republic of China.The three input indicators for 145 public health research projects in the public welfare industry include project funding,the number of project team personnel,the number of mobile workers,and 15 output indicators include the number of Master’s graduates,the number of PhD graduates,SCI papers,non-SCI papers,monographs words,patents,standards and specifications,guidelines,expert consensus,large cohorts,biological databases,platforms and bases,translation applications,conferences,and popular science publications.The basic DEA models used in this study include the C2R model,the BC2 model,the FG model and ST model.The C2R model is used to calculate the comprehensive technical efficiency,the BC2 model is used to calculate the pure technical efficiency,and the scale efficiency value is obtained by dividing the comprehensive technical efficiency with pure technical efficiency.In this study,the research status of data envelopment analysis and its application research in the medical field are analysed with the help of CiteSpace,a knowledge map software.In general,among the 145 industry special projects,107 of them have good efficiency status,and indicators that Affect another 38 indicators did not reach the effective state are not closely related to the purpose of the establishment of public welfare health industry special.Therefore,the overall performance of the public welfare health industry special is good,and the resources are effectively allocated and the performance targets are achieved.The results of this study show that the results of data envelopment analysis show that 52 of the 145 non-profit public health research projects included in this research have excellent performance in project internal management and technological innovation.The overall pure technical efficiency value of the 145 industry projects is lower than the overall scale efficiency value.Therefore,the adjustment of the internal management during the development of the industry project is more important than the scale adjustment.80 of the 145 projects have a pure technical efficiency value of 1,which indicates that the 80 projects have a better internal management and technical status and a more reasonable use of fund management.Of the 65 special projects whose pure technical efficiency value is not 1,24 are in a state of increasing returns to scale and 3 are in a state of constant returns to scale.Therefore,these 27 special projects belong to a well-functioning evaluation unit.An increase of a certain proportion of input can produce an equal or even higher proportion of output.The public health research projects in the public welfare sector have increased in both funding and personnel input over the past 9 years.After effective resource allocation,a large number of results have been produced,such as publishing 2,750 SCI papers,424 monographs,899 intellectual property achievements and 152 standards and specifications.The eight indicators that are more important for the industry are also performing well,especially in the standards,guidelines,expert consensus,and large queues.At the level of the method,data envelopment analysis is feasible for performance evaluation of scientific research projects in the public health industry. |
