Study On The Information Evaluation And Improvement Strategy Of Public Hospital

Public value has become a new management concept.It reflects the behavior logic of the public sector,emphasizes the utility and value of public services and public goods.Public value is to mission the public life of citizens.The public hospital as the product and service provided by the public sector also contains this value.Therefore,public hospitals need to be guided by the public value.Public hospital informatization construction in our country has gone through more than 20 years,also have become an integral part of the medical service and hospital management technical support and application tools.With "CPC Central Committee and the State Council on deepening medical and health system reform opinions" and a series of files,a large number of hospital informatization construction projects put into use.But how to evaluate the actual effect of the public hospital informatization construction? It has become a major issue now.This article is the thinking and outlook of the present situation and problems of public hospital informationization construction.In this article it hope to build a common communication platform of public hospital informatization evaluation.This research to the informatization construction and the present situation of evaluation of the people’s hospital of Gansu province as an example.This paper analyzes the government and hospitals to carry out the work for hospital informatization construction of the status quo.According to the author’s depth interview and questionnaire method of the present situation of informatization of hospital,they come to the conclusion that the combination of the current public hospital informatization construction and four problems existing in the informatization evaluation.The first is the lack of overall planning of the informatization construction.There is no institutional guarantee,effective small;The second is the lack of the government information evaluation system design,the lack of value and technology and other important evaluation content;The third is that the government positioning of evaluation object is fuzzy,the information to take difficult,the low level of information system applications;The fourth is the government of the evaluation is insufficient standard,subject of evaluation is single,lack of valuable evaluation results.In this paper at the same time the United States,Japan and other countries the hospital informatization construction and evaluation are studied.Such as,in the United States it established the electronic medical record information system evaluation system and the legislation of health informatization construction;Japan set up the third party audit organization,etc.The focus of the national hospital evaluation is basically the patient as the center.Finally,in this article it put forward to adapt to our country public hospital informationization evaluation improvement Suggestions.First,establish a unified standard of public hospital information construction.Public value is the core value in public hospital informatization evaluation system.Establish informatization evaluation organization.Build good informatization evaluation environment system.Second,Improve the citizen participation.Realize the diversification of evaluation subject.Informationization evaluation guiding ideology must be combined with the core values of the public hospital.Informatization evaluation requires public participation and need to meet the demand of the patient’s medical informatization evaluation.Determine the 360 degree informationization evaluation main body;Third,To strengthen the supervision.To introduce a third party.To implement effective feedback.
