Rural health service system organized by the government,the collective,social,and personal county,township and village levels of medical institutions,to a medical and health institutions at the county level,township(town)health hospital as the center,the basis of village clinics.Mainly includes the county hospitals,Chinese medicine,national medical hospitals,county,county health law enforcement and supervision of institution of disease prevention and control institutions,county maternal and child health care institutions and township(town)health hospital,village clinics and other health facilities,etc.,is Chinese rural residents access to basic medical services and the important pillar of public health services.Domestic researchers mainly for rural health services,human resources management,the government commitment to study the performance evaluation system,the organization construction aspect,on the detailed study of the construction of rural health service system is relatively small.So the construction of rural health service system for the rural medical and health service system construction has important significance.In this paper,based on the research of the medical and health service system related theory,this paper expounds the constitute the framework of rural health service system,the use of new public management theory and the theory of social security,on the basis of combining the actual situation of rural health service system construction of central city,using the literature method and interview method to conduct the thorough research to the rural health service system construction of central city.First of all,this paper introduces the basic situation of rural health service system construction,points out that the current rural health service system construction of central city,such as in infrastructure construction,reform of public hospitals,health information technology has made considerable development.Secondly,from the institutions,the talent team construction,service ability,specialized subject construction,this paper introduces the basic situation of rural health service system;At the same time,points out the present problems of the rural health service system,such as insufficient understanding of importance of rural health service system,grass-roots service ability remains to be strengthen,hospital debt burden is heavier,the medical market competition intensifying,makes a deep analysis on the causes of these problems,there is a lack of understanding of the importance of the construction of rural health service system,and nobody is unclear,investment insufficiency,the mechanism is not sound and such aspects as talent management policy.In rural health service system for the domestic and foreign advancedexperience of the construction of the analysis on the basis of the corresponding measures are put forward from the following several aspects: prepared “much starker choices-and graver consequences-in” development plan,we will deepen reform of the medical and health system,promote the building of health information technology,to strengthen team construction,to strengthen the construction of basic medical service system,improve medical service level,etc.
