Study On The Allocation And Equity Of Health Resources In A City Of Jiangsu Province

Objective:The main objective of this study is to understand the basic situation of health resource allocation in a city of Jiangsu province in recent five years,analyze the allocation of health resources and utilization of health services in a city of Jiangsu province during 2010-2015,and evaluate the rationality and fairness of the allocation of medical and health resources,then put forward policy recommendations for optimizing the allocation of health resources in a city of Jiangsu province,so as to provide a scientific basis for health administrative departments to optimize the allocation of health resources,and to achieve a better and more healthy development of medical and health care in a city of Jiangsu province.Method:Through literature research to understand the status quo of domestic and foreign research on the allocation of health resources and the progress of fainess,and build a theoretical research system.Through the method of descriptive analysis,study and master the social economy and population health status,health resource allocation and use of health services,as well as health resources development of a city of Jiangsu province,summed up the health resource allocation characteristics of A city of Jiangsu province city.On this basis,using Gini coefficient and Theil index to analysis the fairness of Medical and health institutions,Beds,Practicing(assistant)physicians,Registered nurses resources from two dimensions of population distribution and geographical distribution.Result:In terms of resource allocation,in recent years,the total amount of medical resources in a city of Jiangsu province has been increasing,but the distribution of resources is not reasonable,most health resources are concentrated in the central city and tertiary hospitals,the less developed areas have less health resources.Primary medical and health resources are relatively insufficient.The proportion of doctor and nurse is of imbalance.In terms of fairness,Gini coefficient of population allocation is in the 0?0.3,Gini coefficient of geographical allocation is in the 0.3?0.6,Theil index of population allocation is in the 0-0.3,Theil index of geographical allocation is in the 0.1?0.5,the equity of medical and health resources allocation of population distribution in a city of Jiangsu province is better than that of geographical distribution.In population allocation,the Gini coefficient of medical and health institutions is in the 0-0.2,to achieve a high degree of fairness,others are relatively fair.In geographical allocation,in addition to medical and health institutions resources,other resources allocation is unfair;the degree of unfairness is beds,practicing(assistant)physicians,registered nurses from large to small.Conclusion:It is necessary to strengthen the regional health planning,optimize the health resources allocation,improve the proportion of doctor and nurse,and increase investment in primary health resources to promote the rational distribution of health resources in a city of Jiangsu province.So as to improve the residents' health service utilization equity and accessibility,meet the health needs of residents,and promote the healthy and sustainable development of health services in a city of Jiangsu province.
