Research On The Condition And Efficiency Of The Health Resources Allocation In Wushan County Of Chongqing

This dissertation is the sub-topic to the scientific research item of the Public Health Bureau in Chongqing Wushan, called"Research On The Efficiency Of TheHealth Resources Allocation And The Health Services Demand In Chongqing Wushan".Objective:With the reform of the medicare system and marketization of the health services, the unreasonableness of the health resources allocation was inscreasingly conspicuous. Some problems, such as the irrational distribution of health resources, hospitals blindly expanding their scale and levels, or the improper trends of patients in treatment, etc., brought about great waste of the health resources. The efficient use of the resources condions how to deploy them appropriately. Rational allocation of health resources is the key factor to make the Health Protection grow coordinated, stable and healthy. Therefor, problems such as how to distribute the health resources reasonablely, and how to implement the Region Health Plan, demanded an prompt solution. This topic would analyze and discuss those issues according to the statistical materials like the Health Statistics Yearbooks, Health Development Briefings and the surveys on Basic Unit Health Organizations of Chongqing Wushan, year 2001 to 2006. Content and Methods:1. This article analyzed and evaluated the change trends on the health personnel, institutions, beds, equipments, etc, in Chongqing Wushan, from 2001 to 2006,and compared some data with the whole country. The main analytic indicators were constituent ratio and average speed of development, and the main analytic method was chi-square test.2. It carried out statistical analysis on the health expenditure, structure of income and expenses, work efficiency of health institutions, the cost burden on patients, the utilization of hospital beds, and so on, year 2001 to 2006, and compared some data with the whole country. Thereby it made assessment on the efficiency and utilization of the health resources allocation. The main analytic method was non-parametric test.3. The article analyzed the relations among the numbers of hospital patients, health institutions, health personnel, large-scale medical equipments, beds per thousand people, etc. The main analytic method was correlation analysis.This research quantitatively studied the condition, especially the efficiency of the health resources allocation in Wushan county, for the purpose of properly deploying the resources, improving the synthetic capacity of health services, offering fair and effective services to the people.Results:Since the Reform and Opening-up of China, the rate of Chongqing's Public Health development has been very rapid, and the country-town health services network have basically completed. Yet problems have been more and more serious about the resources allocation and utilization of health services system. The results have displayed: after the integration and reorganization of the health resources in Wushan county, their allocation and efficiency were more and more reasonable and improved, but on the other hand, the quality and availability were very low; Although the total health investment was up by days, its relative quantities were not enough; It was balanced between the revenue and expenditure of health institutions nowadays, but in the meanwhile, the medical charges were on the rise; There was a steady increase in human resources, but the quality and construction of them were irrational.Conclusion:At present, the health resources allocation should base on structure adjustment and functional arrangement, increasingly put the Region Health Plan into practice, make the resource stock operate more efficiently, and set the stock to the place with relative shortage; Optimize the incremental quantities, regulate investment orientation of the government, lead resources to the preventive health care fields, communities and rural area, raise the accessibility of health services; Strengthen building of human resources, improve the quality of health personnel and primary medical care; complete the construction of health services network, maternity and child care system, disease prevention and control system, and so on; Improve the three-tier medi-care and disease-prevention network in the countryside, in order to solve problems about disease prevention and hospitalizing for peasants.
