Performance appraisal as a kind of international advanced management means,has been applied in the enterprises,institutions and non-profit organizations.But in public hospitals,especially at the grass-roots level of public hospital performance appraisal exist serious lag.It just inherits the planned economy period conventional evaluation methods and doesn’t adapt to the reform of the medical and health system requirements.Therefore,combining this with the characteristics of public hospitals,putting the target mechanism applied to public hospital performance evaluation practice,on the basis of index of objective management to quantitative assessment,can achieve consistency with staff and overall goals therefore receiving more recognition and attention by hospital managers.Performance evaluation based on management by objectives is the important measure of hospitals to carry out reform policy and to create work thorough development level hospitals,which requires control and detail management means for each department and staff in the whole process.This research through the study of the theoretical analysis of our country’s public hospital performance appraisal development background,history and status quo,combined with public hospitals,performance appraisal,target management and other related theory,through the investigation and research on YX tumor hospital performance appraisal in the actual situation,allows analysis of relevant problems and causes to this hospital.This enables us to put forward the perfect measures of performance evaluation based on management by objectives: pay attention to the scientific principles of target system design,put performance appraisal thoughts into the hospital culture,provide continuous communication and feedback in the process,improve the evaluation mechanism and make full use of the objective result.Through these,full play can be given to the staff’s subjective initiative,guidance and improvement of individual performance,and regarding the overall strategic target of the hospital,improve operation efficiency and service level of hospitals,resulting in the better meeting between social development and the needs of patients.
