Research On Operation Situation Of Secondary Or Above Medical Ethics Committee Of Medical Institutions In Hebei Province

Research purpose: With the continuous development of modern medical science and technology, many new technologies and methods of modern biological medicine spring up and have been widely used in clinic. Although, the emergence and application of new technologies have brought good news to people, many social ethical problems have emerged. How to minimize the subjects’ risks and promote the high-speed development of biomedical technology, and thus realize the maximization of profits have already become one of the important subjects faced by the medical field all over the world. This project synthesizes the progress of ethics committee at home and abroad, investigates and researches the present construction situation of medical ethics committee in Hebei province and the cognitive situation of medical staff to the knowledge related to ethics committee, analyzes and discusses the problems existing in the operation of ethics committee of medical and sanitary institutions in Hebei province, and puts forward some specific suggestions for promoting the better development and construction of medical ethics committee in Hebei province.Research methods: Through looking up the related literature at home and abroad, the author understands the development situation of the ethics committee at home and abroad. Through expert consultation method, literature reading method and brainstorming method, the author independently made by the survey questionnaire of operation situation of secondary or above medical ethics committee of medical institutions in Hebei province. Meanwhile, the author used mathematical statistics, frequency, percentage and other methods to analyze the recycled data, and concluded the problems existing in the construction of medical ethics committee in Hebei province, and gave concrete development suggestions.Research object: The author investigated the medical ethics committee of 76 secondary and above hospitals, and carried on a questionnaire survey for the director or secretary of the medical ethics committee and the medical ethics committee of medical institutions in Hebei province.Research results: 1. The medical ethics committee of medical institutions in the province runs better in the grade III, class A hospitals, and it runs worse in the secondary hospitals.2.The personnel number of medical ethics committee in our province basically accords with the requirements of ethical review method of biomedical research ethics involving in people(trial implementation) issued by the original ministry of health in January 2007.3. In gender composition proposition of members of medical ethics committee in our province, grade III, class A hospitals are relatively balanced, grade III, class B hospitals rank second, and male and female proposition in secondary hospitals is imbalanced. Among tertiary hospitals, the affiliation situation of tertiary hospital members basically conforms to the relevant provisions of the state, but secondary hospitals still need a continuous improvement.4. In the professional settings of members of medical ethics committee, the settings of grade III, class A hospitals are more scientific and comprehensive, but grade III, class B hospitals and secondary hospitals need a continuous improvement.5. The investigated chairmen of the medical ethics committee of medical institutions are mostly held the post by the unit’s secretary of the Party committee or vice director, which can partly provides a policy inclination and development help for the medical ethics committee, but it isn’t conducive for the medical ethics committee to independently play its functions.6. Grade III, class A hospitals are more standard in terms of the formulation of system, rules and standard operating procedures.7. The formulation of standard operating procedures of Grade III, class B hospitals is less; The formulation of regulations, systems, standard operating procedures of secondary hospitals has a great gap with the national requirements.8. The medical institutions investigated in this time mostly adopt a way of irregularly holding meetings, and the operation of medical ethics committee of secondary medical institutions in our province is not frequent.9.The meeting vote way of medical ethics committee of medical institutions in our province basically conforms to the relevant provisions of the state. Due to the national policy requirements.10. Most of review works of medical ethics committee in our province are from the scientific research projects. The ethics committee of Grade III, class A hospitals plays a great function, but Grade III, class B hospitals and secondary hospitals have a big gap with Grade III, class A hospitals.11. In medical institutions in our province, the review training of Grade III, class A hospitals is carried out more standard, but Grade III, class B hospitals and secondary hospitals lack a review training and exchange for the committee.
