Performance evaluation is a problem need to consider in every field,including country,government,enterprises and schools. Hospitals as a special organization have a unique background, military hospitals even have different characteristics from general hospitals. With the implementation of new medical reform policy,the military hospital need to make many adjusts,including performance evaluation problems in military hospital. Although there are many theory about performance evaluation,most of them are take enterprises as background,the benefits are universal but ignored the characteristics of different types of enterprises,and military hospitals are very different from enterprises,so the theory of performance evaluation of enterprises can not fully apply to military hospitals. This paper uses S military hospital as background,based on detailed analysis of S military hospital performance evaluation problems,put forward a performance evaluation method of S military hospital from a specific problem,in order to further the performance evaluation mechanism of S military hospital. The main works are follows:(1)Summarized the present performance evaluation theory and the competency evaluation theory,including performance evaluation principle,establishment of index system and evaluation methods,and the definition of competency,evaluation index of competency and evaluation methods.(2)Used S military hospital as background,introduced the S military hospital and the current performance evaluation method,and founded and deepen analysis the problems and issues of existing performance evaluation,and put forward some feasible suggestions.(3) According to the characteristic of new entry staff put forward a static performance evaluation method by considering the competency of evaluated objects,in order to solve the problem of current performance evaluation method is not considered the competency of evaluated objects. The modified weights of performance evaluation indexes are calculated by the distance between every evaluated object’s data of evaluation indexes and ideal data of evaluation indexes,and used modified weights to calculate the competence of every evaluated objects. Finally,used the competency of every evaluated objects to modify the performance evaluation results calculated by original method,in order to get the final performance evaluation results.(4)According to the characteristic of long serving staff put forward a dynamic performance evaluation method by considering the competency of evaluated objects,overall considered the past performance evaluation information and the information in this activity in the process of performance evaluation. The final competency of evaluated objects are calculated by two parts,one is the competency of every evaluated objects,the other is the competency of every evaluated objects in this performance evaluation activity.At last,this paper summarized the performance evaluation method of S military hospital under new medical reform and explain some questions.
