Objective:This article based on stakeholders used pro-research result for reference, analysed stakeholders and their interest's claims of public hospitals deeply, expounded the connotation of performance, and described a conceptual model of performance as a way to measure the performance of public hospitals. This research could not only comply with development of theories and methods of evaluation in medical treatment and public health, but could provide theoretical direction to scientific evaluation of performance and optimization of running mechanism in public hospitals.Methods:Through theoretical analysis and professional consulting, the relationship between public hospitals and stakeholders were analyzed, the conceptual model of performance was built, the organizational performance evaluation indexes was established by applying the theories and methods of management, microeconomics, public policy analysis and sociology, etc.Results:(1) There was monopoly relationship between public hospitals and stakeholders, so our country should strengthen regulate and control on public hospitals, and they need reinforce cooperation with their stakeholders.(2) The research confirmed 24 stakeholders of public hospital, and the most important core stakeholders were health administration departments, food and drug administration, insurance institutions, patients, hospital employees, hospital administrators. Their interests claims were also confirmed.(3)The conceptual model of performance was including aims, connotation, and substance.(4) Aims:to carry out the social responsibility, to promote total appearance, to advance harmonious development.(5) Connotation:public welfare, economy, administration.(6) Substance:organization development, person development, to come true public welfare, institution and specification, quality monitoring, efficiency evaluation, service level, information communication.(7) The index system was including 8 first-step contents,27 second-step contents,40 third-step contents, and 62 indexes.(8) We tried the index system out in three public hospitals.Discussion and Suggestions:(1) Public hospitals should attach more importance to stakeholders and their interest's claims.(2) The organizational performance of public hospitals should aim at social responsibility, and should highlight the performance of the public welfare, economy, and administration.(3) The main bodies of the organizational performance evaluation of public hospitals should be multielement.Innovation and LimitationMajor innovations:(1) We tried to discuss the social responsibility, public welfare responsibility, economic responsibility, administration responsibility. And we analysed the relationship among them. (2) By confirming the interests claims of stakeholders of public hospital, we described a conceptual model of performance. (3) We used quality and quantity method, could provide reference for research in the future.Major limitations:(1) we could not syudy the relationship among the public and other stakeholders except core stakeholders. (2) we did not use interests claims of all stakeholders to build the prformance ealuation idicator sstem of pblic hospital.(3) we used relative retio.
