As important national infrastructure,railway occupies core position in the new pattern of comprehensive transportation.In recent years,China railway has achieved rapid development,the scale of the road network has continued to expend,the driving speed has significantly increased,and the transport capacity has remarkably enhanced.Once railway emergencies occur,it will cause large numbers of casualties,heavy economic losses and strong social impacts.Those put forward higher requirements for the railway emergency management and railway emergency response capacity.After the incidents,the urgent problems for us to study are to solve how to use the scientific theory and advanced technology to reasonably predict the railway emergency rescue resources,to quickly solve and visually present the rescue scheduling path,optimize the emergency resource allocation scheme,to guarantee the timely,rapid and accurate emergency resources dispatching in the emergency rescue,as well as to improve the rescue efficiency of emergency resources,so as to ensure the early opening of railway transportation.In this paper,based on case-based reasoning and geographic information system(GIS)theory,the problem of emergency resource demand forecast,rescue route selection,emergency resource allocation optimization of railway emergency is studied.Firstly,this paper expounds the characteristics,causes,classification,rescue process of railway emergency,as well as the characteristics and classification of railway emergency resources;and on this basis,analysis of railway emergency case attributes is conducted,the case-based reasoning is applied in railway emergency resource demand forecast;In the case of the lack of case feature attributes,by using the method of structural similarity,resource demand forecasting model is built based on structural similarity.It reduces the inaccurate result caused by the lack of attributes,and obtains the most similar source cases,so as to realize the accurate prediction of the type and quantity of emergency rescue resource demand.Secondly,GIS is applied into the path selection of railway emergency rescue.The basic concept of network data set in GIS and the method of its construction are systematically introduced;ArcGIS software is used to set the network data set of road network transportation,which achieves the fast solution and visualization of the shortest path,the nearest service facilities,the service area of each rescue point,solves the problem of the emergency resource allocation time given directly without considering the rescue path selection and allocation time calculation in the study of emergency resource scheduling.Finally,a single objective model with the earliest start time of emergency resource allocation,as well as the double objective model with the earliest start time and the fewest number of emergency rescue point as the goal are set up,and the model is solved by stratified sequencing method.Meanwhile,taking Nanchang Railway Bureau as an example,as a result,the empirical analysis has verified the validity of the model and the feasibility of the method.The study enriched and perfected railway emergency rescue management theory,realized the fast solution of the shortest rescue path,as well as presented the visual information such as accident point,rescue base,site,line,and rescue path.It provided railway emergency rescue management with theoretical basis and decision support.
