With the rising speed of the train, railway transport safety situation is more and more severe, the emergency management need to be further improved. In the construction of the railway emergency rescue management system, more advanced management tools and engineering technologies, especially modern technology is eagerly needed. Distribution of railway emergency resources is an important part of the Emergency Response Management System. When the railway incident occurred, reasonable emergency resources distribution played a crucial role in carrying out rescue work smoothly and reducing the loss of life and property. Therefore, this paper mainly researches on optimize the allocation of resources in the stage of emergency prevention and emergency response. The main contents:(1)Through the analysis of the status of emergency facility location and emergency resources allocation, this paper put forward that the current railway emergency location researches have some limitations in the practical application, which lack the consideration of fairness factor. This paper also proposed that emergency resource scheduling barely take the uncertainties into account. Thus, this paper pointed out the necessity of solving the spot service facilities coverage the linear demand network facility location problem and the railway emergency resource scheduling problem under the condition of uncertainty.(2) With the analysis of the classification and characteristics of railway emergency events and emergency resources, the paper provides an overview of the current situation of railway emergency management system from three aspects, which include emergency response organizations and their responsibilities, emergencies emergency disposal principle, accident reporting procedures and response process.(3)Based on the maximum arc coverage problem, the arc segment of the rescue base location model with the target of maximum weighted coverage is proposed under construction cost and coverage constraints. The Dijkstra algorithm and genetic algorithm are used to solve the problem of the current situation of the demand network of point service facilities.(4)The method of Case-Based Reasoning is used to study the demand of rescue resources under emergency response condition. According to the different data types from different case bases, different methods were used to quantify. This paper point out that the railway emergency resource demand and time of arrival is uncertain. With the triangular fuzzy number to describe the uncertainty, multi-objective programming model which is based on uncertainty of railway emergency resource allocation is established. In the light of the theory of fuzzy multi-objective programming, the model converts into the FGP-W model and this paper solves the model based on that.
