The Two-Part Electricity Price Research

In recent years, with the reform of electric power in China,it is urgency to formulate a fairness and reasonable price system. As current two-part electricity price in our country has many problems, such as the structure of price is unreasonable, the range of two-part electricity price is so narrow, the ratio of basic charge is far below world standard and so on. Then it is of great importance to enlarge two-part electricity price users and determine a reasonable two-part electricity price according to the users’electro-character. And it is helpful to guide electricity consumers to rational use and cost-recovering for Power Grid company.This paper research the two-part electricity price from two aspect taking a city as an example. The first one is enlarging two-part electricity price users, that the general industrial and commercial consumers whose capacity are above 100kVA are all apply to two-part electricity price. Secondly, we need to adjust the current two-part electricity price in a city, such as guide the users to change consumption habits by increasing the ratio of basic charges. Through analysizing 120 large industrial consumer and 200 general industrial and commercial users in a city, we adjust the ratio of basic charges to international standard without changing the whole electricity charge, consumption and capacity. Then, we can determine the basic price and electricity price. Compared with current electricity price and the two-part price optimized, we choice the scheme which more users’electric charge decreased.This paper introduces the domestic and overseas current electricity price system at first. After comparing with foreign advanced electricity price system, we summarized the disadvantage of our country current electricity price. Then, it introduced the principle, classification and the method of pricing. At last, we took a city as an example to analysize the optimized two-part price in different study subjects. and list the conclusion of the study.
