It is a fine approach to actualize the Demand SideManagement (DSM) to lessen the pressure of peak load period under the situation thatthere are limitable financing for electricity build. The paper discusses how to forecast thesystem load to make sure the load shape in the DSM design. By establishing a indexsystem, the paper analyses the system load to confirm the objects to execute DSM;andthe paper also make research on building a scientific model to optimize the time-varyingprice for peak and bottom load , and give examples of a province to prove the research,and find solution to these problerm.
