During the long process in towns’ self-development, a number of practicalproblems and the dilemma in its development are gradually emerged, especially the toorapid construction in villages and towns. According to the national land change surveydata, it’s showed that the rural residential land area took up52percent of China’s totalland construction area by2005and the average area was only234m2, which was muchhigher than the national standard125m2. On the one hand, the rapid development of theland has caused a serious waste of land resources. On the other hand, it has alsooccupied a great deal of fertile farmland, seriously destroying the ecologicalenvironment in rural villages and towns. So during the development in rural villagesand towns, it’s of great concern to make scientific decisions on how to choose the ruralconstruction sites and maintain a balance between construction of development andecological protection. Compared with plain areas and urban areas, there is a shortage ofstudy on suitability assessment for construction of villages and towns in mountainousareas. Besides, there remains an obvious deference between mountainous areas andplain areas or urban areas about geographical, ecological and economical conditions. Inaddition, the study on suitability assessment for construction in plain areas and urbanareas or other related research can’t be directly applied to the construction anddevelopment in rural villages and towns. Therefore, it’s of great need to establish a setof suitability assessment and evaluation methods specifically for construction inmountainous villages and towns to optimize the plan of construction sites.This paper has sponsored by the National Science and Technology PlanningProject "Town regional spatial planning and land use optimization technologyintegration demonstration"(Project Number:2012BAJ22B06). In view of the conflictamong ecological usage of land, ecological protection and region development, basedon the analysis of domestic and foreign theories on ecological protection and suitabilityassessment for construction in plain areas and urban areas, this paper is studying on theecological situation and various factors on its constraint in order to set up classificationindex based on ecological security and suitability assessment for construction ofvillages and towns in mountainous areas. By referring to GIS and related land resourceinformation, the purpose of this paper is to establish a set of simple, practical andconvenient guide on suitability assessment for construction of villages and towns in mountainous areas, which can be applied to the site selection of construction in westernmountainous areas in China.The main contents are mainly the followings:①By analyzing and summarizing the domestic and foreign study achievements onevaluation of land resource, especially on suitability assessment for construction, thecommon evaluation method and models on assessment of ecology and construction canbe concluded.②By analyzing the current situation of land use in mountainous villages, thesituation of nature, the social economic situation and the factors affecting the suitabilityof construction, the base for establishing the relevant index system of this can befounded.③From the perspective of ecological protection in rural area, the concept of redline will be further expanded. Based on land ecological safety, the classification methodwill be proposed and divided into three categories and four levels. And Yihe in FulingDistrict of Chongqing is chosen as an example to test this application.④Base on ecological protection, a set of simple, practical and convenientevaluation method and index on suitability assessment for construction of villages andtowns in mountainous areas will be established. By referring to GIS and applying toYihe, the assessment of suitability for construction can be set and also can providesuggestions for land use and site selection of construction.The results showed that the evaluation model by referring GIS, can be fast,accurately, simple, effectively applied to the suitability assessment for construction inmountainous villages mountainous, and the evaluation results can provide the theorybasis and reference for plan of land in mountainous villages.
