The electricity industry is one of the foundation of a country or a region. As the fast development of China’s economic, the demand for electricity is increasing, meanwhile we are facing increasingly high risk of potential security accidents. It’s importantto carry out emergency drills to deal with unexpected power event activities,which could test and evaluate emergency preplan and emergency trainings to maintain capability of emergency process. Therefore, it is necessary to improve emergency capability through emergency drills.Direct on the characteristics of emergency drills, the paper based on the needs previous research, analyse the system needs, and then complete the system overall design, database design and function module design.Useing WPF/GIS/ActiveMQ technique in the implementation process. The system mainly includes four aspects. The first aspect is the management of drill resource, by providing emergency drills related scenarios, models, plans and other managed features to make the drills script. The second aspect is the management of exercise script. Walkthrough script come from the instantiation of emergency plan. The third aspect is the exercise participation process, including exercise director management, team directing and exercises operating management. The fourth aspect is to evaluate the exercise process, by which we can see if people involved meet expectations.Emergency drills for power industry focus on how to simulate practical exercises scenarios, to improve the relevant staff’s disposal capacity and their knowledge on emergency treatment. In this paper, we proposed and studied how to display emergency drills information sush as power flow diagram by WPF, to locate drill equipment, alarms and other scene information by GIS, to achieve timely communications with ActiveMQ and using ADO.NET on database implementation.Currently, we finished basic research of this system. The product development can greatly enhance the staff’s response ability, communication skills and command capabilities, can bring enormous social and economic benefits.By the end, the paper gives the results of a comprehensive test, points out the shortcomings in the system, and some follow-up suggestions.
