Quality is the lifeline of higher education. Improving the quality of higher education is placed in a more prominent position so as to further improve the quality of talent cultivation, and to propel the innovation in education. Excellent course construction in colleges and universities across the country, is an important part of the work of the basic construction and teaching reform of higher education, and is an important link of improving teaching quality. Ministry of education has clearly demonstrated to realize network administration of teaching resources of excellent courses and all kinds of teaching activities and management. It aims to promote the openness and sharing of quality education resources, and to ensure students to get the best education, and thereby improving the overall quality of education. Audits and reviews of national and provincial excellent courses are realized through network platform. As domestic demand for all kinds of top-quality courses construction in colleges and universities, many colleges and universities have been constructing their own network of excellent courses. But their management of the network system lacks unified management platform, with scattered resources, which loses ground in unified management and sharing. Audits and reviews of many colleges and universities are conducted off-line, with design standards of curriculum Website not unified, and thus unfavorable to subsequent declarations of the national and provincial excellent courses. The design of identical network management platform standards helps to release policy information of excellent courses, notifications, and announcements, to construct course websites according to unified standards; and to complete the application, assessment of courses. It plays a positive and promoting role in the network construction of excellent courses in colleges and universities.This thesis introduces related technologies during the development of platform. It gives a detailed introduction to work styles and features of the B/S/D structure, and to the characteristics and advantages of Windows Server 2003 systems, Apache Server, Dreamweaver design platform and the PHP language. In the phase of needs analysis, it describes the overall goal of the platform and the problems to be solved, and main functions that need to be realized by means of business process diagrams and functional operation graphs. In the phase of platform design, it provides the general requirements of the platform design, and the design description of database and function modules. In the phase of code design and platform implementation, focuses are put on the process of module implementation. By process diagrams, it introduces working processes of each module and the chief functions of concerning files, and presents key codes used in the files, including PHP function code, JS code, and so on. Finally, the platforms are tested and analyzed, including the introduction of the test environment requirements, pressure and function tests. It explains the advantages and disadvantages of the system, development experience and future prospects in the software development process.Test results show that management platform features are able to meet the needs of users, and that front and back platform management system operates safely and stably, which basically meets the needs of excellent course construction and management, achieves the desired design goals and requirements, and thus provides information service for network management of excellent courses in colleges and universities.
