A university library, as the foundation of researching and teaching of the school, should be compatible with the development of the school. The level of the library is an important symbol of the general level of the school. The overall quality of library human resource determines the management, service and skill level of the library. Therefore, the management and development of human resource should become the core task of the university library management. However, due to various reasons, the university library fails to build its statue in the university at present, as well as the management and development of modern human resource failing to get deserved attention in the library. A direct reflection is that the service level and service area provided by the library staff is laggard and can not keep up with the changes brought by social needs and scientific and technological innovation. The present paper, based on the development strategy of university library, analyzes the human resource management and development from the following aspects, attempts to figure out the existed problems and proposes a possible solution.Firstly, after doing a literature survey on the domestic and international background of the contents disclosed herein via databases including CNKI, EBSCO and so on, there is seldom discussion about management and development of university library human resource from a strategic perspective. With taking X university library as example, the present paper uses theories of library science, strategic human resource management and development and adopts thought of "abstract-concrete-abstract" to analyze issues related to the management and development of university library human resource.Secondly, the present paper outlines the basic theory about relevant strategies of the management and development of university library human resource, analyzes the current situation and problems of the management and development of university library human resource, and points out that the fundamental causes of the low performance of current university library is not high hardware facilities and technical level, but that the soft power of the library-human resource. Current library fails in treating its employees in a "people-oriented" manner, with no staff being placed in the core position and incomplete mechanism of management and development to staff. Then the present paper proposes a possible solution to such series of problems.Thirdly, the present paper studies on the current situation of human resource management of university libraries from abroad and other regions, including the management modes used and contribution to the performance of the overall organization, makes a comparative analysis of management mode of foreign university libraries with domestic university libraries, and proposes those worthy learning for domestic university libraries.Fourthly, the present paper, by taking X university library as example, carries on a detailed analysis of structure, recruiting, configuration, training and development, career, performance management and incentive mechanisms relative to the human resource of the library. Some problems existed in all aspects of current human resource management and various undesirable outcomes are pointed out. The present paper gives a deep research on those problems and gives out feasible solutions to solve them fundamentally.Finally, the present paper makes a conclusion to the above discussion and examples at the end. To improve the organizational performance of university library and achieve the strategic goals of the library, it is necessary to change the existing situation and build library human resources management and development system of our modern university library based on the core of completing a strategic library and "people-oriented" concept.
