Research of the human resource management of the library should be adapted to the new time. We have come into the information society. Knowledge is the core of information and the present society is a knowledge economy age. Computer andnetwork is the technical support to the core information-knowledge, and the role of a studying organization a studying society is to bring up persons with ability who can produce command manage use knowledge and develop knowledge service. These are the characteristics of the present time. Corresponsively, the human resource management of the library has four characteristics as below. Firstly, information management and knowledge management have come to be the new question to the human resource management of the library, and the librarian should be equipped with knowledge learning and can be a navigator. Secondly, in the time of knowledge economy the library should build superiority of knowledge capital and offer successful service to the users. Thirdly, in the networking time information technology and the networking environment urge the library to practise effective human resource management and adjust the structure and configure of the human resource management. Fourthly, in a studying society,a library should turn into a studying organization, establish a good mechanism in favor of the librarian' s study, bring up the librarian good at studying to improve the diathesis of the human resource of the library.Based on these characteristics of the human resource management of the library in the new time, the text firstly discusses the needs of practicing and reinforcing the human resource management of the library, analyses the overage from human management to human resource management of the library, and puts up a theoretics dissertation of optimizing the management mode of the library, constructing the core competence of the library and changing the organization configuration of the library to improve its function.The text points out that the design and management of the occupational career of the librarian is the basic content of the human resource management of the library, and analyses the concept of the occupational career of the librarian and the occupation actuality of the librarian, enters into the function of the occupational career of the librarian and how to carry through the design and management of it.The text brings forward that the core task of the human resource management of the library in the time of knowledge economy is to build superiority of knowledge capital. The author considers that knowledge has become the core notion of the service of the library in the present age, and person with ability of learning is the main behavior body of the core competence of the library; the important way and the prime purpose to materalize the core competence and build superiorityof knowledge capital of the library is developing knowledge service. At the same time the text analyses the new question of the management of the librarian equipped with knowledge.In succession the text discusses the organization project of the human resource management of the library, thinks that it should includes such two sides of contents as below. One is the dynamic programming of the human resource of the library , which is made up of the demand and supply of the human resource the establishment of the dynamic programming and the foundation of the information system of the human resource. The other is the transformation of the organization configuration, which is made up of the types of traditionary organization configuration the influence of the networking society to the organization configuration and the relation between the innovation of the organization configuration of the library and the human resource management of the library.At the end of the text it points out that one of the effective means of the human resource management of the library in a studying society is to bring up a librarian good at studying. Firstly we should build a studying library. The text discusses the signification of a studying organization and a studying library, analyses the meanings and the strategy to build a studying. Secondly we should set up a scientific training system to the librarian , which should include the requirements fundamental contents and measures of the librarian' s training. Thirdly we should erect an effective prompting mechanism to the librarian' s studying. The text discusses the relation between this mechanism and the training of a studyinglibrarian, the principle and ways to establish this mechanism. The purpose of the text is to make the human resource management of the library adapted to the new time, attach enough importance to the human resource management of the library and show some opinions on the needs basic contents, core task, organization project effective means of the human resource management and give a reference to the interrelated handlers of the library.
