Due to the rapid development of globalization, the cargotransportation among the countries become more frequently. While withthe advantage of diminishing damage to the goods and shortening theperiod of transportation, container transport has become an important wayof maritime transport. Container terminals are thus of extreme importancein global trade. To save the cost, shipping companies are used to chooseonly one terminal for the ship berthing in practice. But the containerswaiting for lading the same ship are usually laid in different terminals. Toimprove work efficiency and minimize the total stay time of ships, then itleads to a pre-operation work which is dispatching the goal containers fromthe whole container terminal to the berth the ship will berth in. For now,the container dispatching work in the target terminal (ShanghaiWaigaoqiao terminal) of this paper is done by manual scheduling system.It wastes manpower and resources to dispatch about300containerseveryday in the target terminal. The purpose of this paper is to propose asolution methodology for the automatic scheduling system. Firstly,some surveys need to be taken so as to grasp the process ofthe target terminal’s daily operations, especially the container dispatching,including some necessary realistic data. Then based on these results ofsurveys, a mathematics model of the container scheduling in containerterminal is established with some reasonable assumptions. In accordancewith the terminal operations procedure, this paper develops a digitalplatform for the automatic scheduling system by C++and python. At last,the research comes up with a simulation example to test and verify thescheduling system. Through the comparison with traditional manualscheduling system and the automatic system shown in this paper, theoptimization of the automatic scheduling system can be confirmed.
