Container terminal is a very important part in container transportation, the operation efficiency directly affects the core competitiveness of the port, how to improve the operation efficiency has become the focused area of current research. The growth of container throughput makes their managements more difficult and complicated. Faced to the increasing containers and the limited storage area, reasonable allocation plan can improve work efficiency, however, the unreasonable allocation plan can raise the shift rate and reduce work efficiency. Reasonable stacking plan can not only reduce the turnover times, as well as improve the terminal operation efficiency, but also maximize the space utilization and the owner’s service satisfaction which has great significance for port and shipper.Based on the actual operating condition of ports, this paper is to do a research on container allocation plan in the process of unloading. According to the booking time to extract the container and the unloading plan, considering the influence the current storage location made on subsequent container, this paper is to determine the best allocation plan for import container, the plan is to minimize the turnover times during the pickup operation. In order to reduce the number of relocations, a decision rule is proposed. On the basis of the analysis, considering the constraint of storage time, the largest container port machinery operating capacity as well as the yard area, we establish an optimization model of import container stacking in the terminal yard. An improved genetic algorithm is designed to solve the storage optimization model and different experiments are used to validate the proposed model and the algorithm are effective and reasonable.The results show that the proposed allocation plan can reduce the number of turnover times, According to the proposed turnover plan, container terminal can reduce the number of relocations, in the meanwhile it can quickly develop an ideal arrangement which can improve the space utilization and enhance the competitiveness of the port.
