As more and more international channels established by provincial TV stations, it is no longernew things for provincial television programs being introduced overseas. However, these TVstations rarely have core competency in either program producing or in operating. They barelysurvive as common professional channels, or just serve as overseas outputs for other major channels.This is caused by the monopolizing from CCTV4, as well as by the rising of new medias. What theprovincial international channels should do to build up unique brands for long-term vitality under allthese pressures is to be the major problem discussed in this paper.This paper systematically reviews the main theories and compares different countries oninternational communication. A comprehensive analysis of the current development and constructionof Chinese provincial international channels was made in the article. Based on discussion oninternational channels’ function, audience targeting, content, and situation of its overseasintroducing, several strategies were raised for provincial international channels. GDTV World isanalyzed as a key example. Through analyzing and evaluation of its development environment,targeting audience, content and use of new media, this article presents new operational concepts andmodels for the channel to further adapt to the global market and enhance its vitality.
