With the progress of network technology and the development of Web services,the monitorial mode of the information management facing the disabled ine-government gradually advances from Original manual or semi-manual operationmode to the current online disabled audit.The essence of SOA (service-oriented architecture) is a method to establish themanagement of IT systems and business processes.First, it takes more in-depth analysis in SOA Architecture, Web services, SOUP(the theory about Service-Oriented Unified Process) and SOAD(service-orientedanalysis and design).Second, based on SOA theory, taking the need of online audit system for disabledin government for example, it analyzes the business needs and processes. Combinedwith SOUP process and approach, according to service-oriented design principles, itanalyzes and makes models from the perspective of the service using UML (unifiedmodeling language).This topic was constructed information system based on SOA architecture modelof the overall framework. From the current situation, although SOA has been used inmany areas, but it is still more a concept rather than a fully mature technology.Especially in the field of non-success stories. Therefore, how to build SOA-basedconcept for the industry specific business characteristics of the system, has becomethe focus of this study. This study proposes a lightweight SOA model, the specificimplementation, the full use of Web Services, XML, Struts and Spring framework andHibernate technologies. The theoretical analysis and practical results show that themodel based on this framework developed system not only reduces the developmenteffort, improve efficiency, but also has good stability and scalability.
