As one of the most important elements of basic education, primary and secondary education occupy very important position, but affected by the larger environment factors, such as the allocation of educational resources rationality, investment in education in the process of financial factors and financial factors, cooperation between material conditions than is reasonable, these have a direct impact on the prospects for the development of basic education. With the social importance of education is more and more deep, the need for quality education resources is also growing, there have been a lot of uneven distribution of educational resources. Excellent primary and secondary school education resources is not balanced hindered the development of education in our country, in great extent disrupted the social fairness and justice, for economic and social development also appeared in the adverse effect, become a harmonious society in the development of the negative elements. Education resources can be regarded as a kind of quasi public goods, which is supplied by market and government agencies, market and government agencies are the key factors of distribution of educational resources. In the actual operation of the allocation of education resources in our country, the government is in the leading position, and the market in to assist the position, and with the help of administrative measures in the various types of education, regional education, the school education was not different between the deployment of the limited education resources. In particular, the distribution of educational resources in primary and secondary schools, the phenomenon of government led education resource allocation is more prominent.With the acceleration of the process of reform and opening up, China has made great progress in the field of primary and secondary education, and the education level has been greatly improved. However, in the development of the same time, the basic education has also highlighted a series of problems, the most important is not fair. Fairness and justice is currently the focus of social concern, in the special education of the public, the fairness of the allocation of resources caused the attention of more people, how to in the allocation of limited resources, get a win-win situation of fairness and efficiency is difficult, but if the education of general principles of the allocation of resources only stay on the level, our education is very difficult to get public support. As quasi public goods of educational resources, the effective deployment is to reach the educated can be fair to enjoy the limited education resources, thus making education resources produce the best economic benefit and social benefit, and further promote the educational undertaking of our country and fast and good towards the right. Therefore, in the allocation of educational resources should be in the principle of equality, difference and compensation for three principles. Therefore, the rational allocation of educational resources, to create a fair and impartial education environment become one of the important tasks in the current educational reform. Based on their own experience, for the small and medium-sized theory of educational resources allocation existing problems, which are summarized as follows: in the allocation of resources, the insufficient educational investment; in the management of educational resources, shortage of resources and waste coexist; in the allocation of educational resources, imbalance phenomenon; in the pattern of educational resources, part of the shortage phenomenon numb. Thus, China’s primary and secondary school education is prominent and very serious, in order to change this situation, for the society, for students to create a healthy, reasonable and fair education environment, adapt to the various requirements of the development of students, we must give full play to the government’s macroeconomic regulation and control role, and constantly improve the legal system and regulations in the process of education. The author also considers important to intensify the construction of the weak school, give support in terms of policy, corresponding educational expenses were retained from each of the annual financial budget, in this part of the funds to the construction of weak schools, but also let the development trend is good demonstration in primary and secondary schools to support weak schools, with such a constructive policy to help the school building, strengthen the educational philosophy of individual disadvantaged schools, for the weakness of the schools to provide sound management experience, in the education and teaching research, teaching resources and school enrollment system of the help of help and support, further improve the level of teachers and the weak school running level.In this paper, the author analyzes the problems existing in the allocation of educational resources in primary and secondary schools in China, and puts forward the corresponding solutions. In addition to the introduction, this paper is divided into six parts. The introduction discusses the background and significance of the study, and explains the research methods used in this paper. The first part introduces the concept of the allocation of educational resources, and discusses the principles of the allocation of basic education resources. The second part of the basic education resources in our country, the optimization of the allocation of resources and related significance. The third part describes the theoretical basis for the allocation of educational resources in primary and secondary schools. The fourth part explains the current basic education resource allocation problem causes and hazards of the overall situation of the allocation of educational resources in primary and middle schools in our country, analysis the problems of basic education of our country in the aspect of system and by the allocation of resources is not reasonable to bring the series of harm, including five aspects: social polarization, corruption in education, and economic burden, social psychological imbalance and the bottom line of social justice touch. The fifth part focuses on the principles and contents of the educational resources allocation. The sixth part puts forward the corresponding countermeasures on the basis of the above research.
