A Study On Equilibrium Allocation Of Compulsory Education Resource Between City And Country In Jinjiang

The development of each country's society can never be separated from the compulsory education,the balance of compulsory education resources allocation,is a matter of national economy and people's livelihood and social harmony.The ideas of the balanced development on the one hand,reflects the values of the pursuit of a fair and just thought of society,on the other hand,reflects the idea of a rational allocation of resources.But under the background of the existing education system in our country,the imbalance in the process of compulsory education resources in the configuration is very outstanding,need to be addressed.Under this background,this article selects jinjiang as investigation object,through in-depth study of public product theory and hughes resource sharing theory,on the basis of these theories,a deep analysis of present situation and reason of jinjiang resource allocation imbalance,with regional and inter-school unequal phenomenon existing in the as a starting point,this paper expounds the fund,the policy of the effect of balanced allocation of education resources.Countermeasures part of the article,points out at the accountability of the government,the education resource sharing,performance evaluation and promote the development of jinjiang education career.Research shows that the current balance of compulsory education resources in urban and rural areas jinjiang configuration the main problems are: insufficient education funds investment;Operating conditions between urban and rural areas is not balanced;The uneven quality of teaching and management.Causes of these problems: the first is unequal distribution of education demand,shortage of education resources,including elementary school education resource allocation of local area not in coordination with the rapid development of city and town(street)intensified industry characteristics of local resources,"school choice hot" intensified the contradiction between supply and demand of education resources;Followed by the education input and configuration system vulnerabilities,and the main input mechanism is not reasonable,town,village in the burden is heavy,fiscal burden,increase pressure increasing,and the cause of the high quality education resources allocation is unreasonable;Moreover is the lacking of government's education management system.In view of the problems put forward countermeasures and suggestions are as follows: the first is to improve the regional policy,blend in jinjiang education development to the jinjiang's overall economic and social development plan,establish the balanced development of idea and resource sharing system;The second is the increasing education funds investment;Moreover from two aspects including in staff and contract teacher to improve teaching staff.
