Objective: Through the systematic and comprehensive investigation and analysis of the current basic situation of pension institutions in Changji and the characteristic and demand situation(The basic situation, The health status, The diet and nutrition status, The mental health status, The pension institutions satisfaction status, The cost payment status and The demand status) of the elderly, in order to provide scientific basis for government to make the elderly pension service policy, improve the level of pension service and promote the development of pension industry under the new economic situation and aging level. Methods: The data obtained mainly through the questionnaire among the pension institutions heads, staff and the elderly and also the existing relevant research data from Changji Municipal Civil Affairs Bureau, Changji Aging Committee and Changji Municipal Human Resources And Social Security Bureau, including the government issued relevant policy documents and statistics, etc. The data that was collected were statistically analyzed by SPSS 13.0. Results:(1) The basic situation of pension institutions: Public pension institutions 3 and private 7 in Changji,the staff 217, average age for(47.18±9.04) years, female 173(79.72%), illiteracy and primary school education85(39.17%). Individual pension institutions without doctors and nurses. A total of 1073 beds,the elderly 809, the average occupancy rate of 75.40%.(2) The basic situation of of the elderly: The average age of surveyed 793(76.81±9.09) years, 80 years or older 358(45.15%), female 413(52.08%). Hui 301(37.96%), widowed elderly accounted for 57.25%. Illiterate/semi-literate 241(30.39%). Faith in Islam 368(46.41%).(3) The health status of the elderly: 81.97% of the elderly with chronic diseases, 16.52% of the elderly can not take care of themselves.(4) The diet and nutrition status of the elderly: 433(54.60%) normal weight.(5) The mental health status of the elderly: The common psychological problems of anxiety(40.10%) and depression(37.70%).(6) The pension institutions satisfaction status of the elderly: 15.38% of the elderly are not satisfied with the entertainment.(7) The cost payment status of the elderly: 65.57% of the elderly pay their own pension costs.(8) The demand status of the elderly: 77(9.71%) need economic support, 10(1.26%) need government relief, 35.44% of the elderly are very need to interact with others, 21.56% of the elderly are very need to sleep care, 32.66% of the elderly need to first aid and rehabilitation. Conclusion: According to the investigation some problem were found:(1) Human resource allocation is not reasonable, professional service ability is low.(2) It is not enough attention to the elderly psychological problems.(3) Nutrition and diet is not scientific.(4) Fee charging mechanism remains to be perfect.(5) The elderly population presents new characteristics, the pension demand has become increasingly diversified.(6) The satisfaction of pension institution is not high. There are several suggestions:(1) To optimize the allocation of human resources and strengthen the specialization construction of pension services team, the whole society wide participation form a pattern of diversified services.(2) Take measures to strengthen communication and establish a good nursing relationship, focus on mental health care for the elderly and improve the quality of life and ability.(3) Through a comprehensive understanding of the elderly and the importance of first aid and rehabilitation, in order to meet the multi-level demand of the elderly.(4) Through a high degree of attention to the elderly diet health and the strengthening of nutrition claims, education and intervention, in order to achieve reasonable nutrition and a balanced diet.(5) We hope that the local government can implement the pension policy, accelerate the restructuring and transformation of pension institutions and strengthen the supervision of charges to maintain the basic rights and interests of the elderly.
