BackgroundSince the New Rural Cooperative Medical System (NRCMS) was implemented in China from 2003, it has reached the goal of covering the nationwide farmers and has made significant achievements. Chinese rural population accounts for 47.43% of the total population; thus the development and perfection of the NRCMS is the key of the health system reform, It not only need to solve people’s difficulties of having medical care but also needs to effectively control funding and investments. Variation of disease spectrum, weakness of funding, underdevelopment of rural economy along with lack of enforced regulation and complete policies are all factors that seriously weakened the NRCMS’s improvement to rural medical level and reduction to the economic burden of the masses efforts. Traditional Chinese Medicine (TCM) has advantages of "simple, easy, economic and without first-past effect" and integration characteristics of "prevention, health care, medical, medical care in rehabilitation ",which can reduce the burden of medical costs. It is a general trend that TCM will play more important role in NRCMS.In order to implement the spirit of the relevant documents of the CPC Central Committee and the State Council, and to further demonstrate the advantages and usefulness of TCM on deepening the reform of medical health system, in June 2011, the ministry of health issued "Opinions on further play a role of Traditional Chinese Medicine in deepening medical and health system reform ", the opinions explicitly pointed out that traditional Chinese medicine is not only a unique health resource in our country, but also a significant feature and a huge advantage of medicine and health care career with Chinese characteristics. It has definite clinical efficacy, unique prevention and health care function flexible treatment, and relatively low cost giving full play to the advantages and usefulness of TCM in NRCMS is very significant to deepening the medical and health system reform and to exploring an affordable by people, conductible by government and compatible with western medicine, system of health care with Chinese characteristics.AimsThrough research, this paper tries to use the features and advantages of Chinese medicine, to explore the promotion of innovative ideas and strategies, to improve the use of traditional Chinese medicine in the new rural cooperative service, to promote the use of Chinese traditional medicine in the new rural cooperative, and to put forward reasonable proposals for deepening and perfecting the basic medical security and medical health system reform.MethodsThis research address the theme "the status quo and development of TCM service of new rural cooperative medical system" by adopting literature analysis method, field survey method, in-depth interview method and combining theoretical research and empirical analysis. On the basis of investigation and analysis, it will sum up the experience and existing problems and shortcomings in the process of promotion of new rural cooperative service in traditional Chinese medicine application, and finally put forward improvement strategies and suggestions which can be promoted.Conclusion(1)The problems of NRCMS are as follows:financing difficulty and the high cost of operation and management, lack of cost control, lack of farmers’health care consciousness, limitations of farmers’ knowledge level, the high cost of medical burden, and the harassment the development of NRCMS due to financial factors.(2) two weeks prevalence rate was 21.1% of Sampling population, the prevalence rate of chronic disease was 30.1%, two week visiting rate was 12.9%, the use of traditional Chinese medicine service accounted for 59.8% of the number of physician visits, the accept degree of Chinese medicine services is 90.5%, the satisfaction of the TCM in NRCMS is 81%.(3)The present situation and the demand and deficiency of TCM in the NRCMS:in order to promote the development of traditional Chinese medicine in rural areas, the state issued a series of laws and regulations and specific policy measures since the reform of the medical and health system. However, there still exist:insufficient financial input, imperfectness of related laws and policies in the management of personnel training and medicine standards and supervision and law enforcement, etc; improper distribution of Talent resources and hardware and shortages in the grassroots advocacy on the knowledge and concept of TCM.Policy Suggestions(1) To improve laws and regulations and the system construction of the NRCMS(2) To strengthen infrastructure construction and further optimize the configuration of health resources.(3) To continuously improve the level of medical treatment of TCM and promote grass-roots service ability.(4) To intensify propaganda, encourage farmer ginseng to choose services of TCM.(5) To speed up the construction of information, strengthen the supervision of TCM to participate in NRCMS.(6) Many measures of synergy, close connection of the system, to jointly promote the development of Chinese medicine in the new rural cooperative medical service in the. |
